New Jersey is launching a new program to stimulate new investment, business growth and job creation in the biotechnology and life sciences industries through a special fund to be established through the Business Employment Incentive Program (BEIP).

Donald Jakeway will be the new president and CEO for the Michigan Economic Development Corp.

Michigan Governor Jennifer Granholm has vowed to enlist her fellow governors in the fight to maintain the nation’s vital manufacturing industry. At a recent meeting of automotive industry executives and experts in Traverse City, Mich., Granholm used her keynote speech to call for actions that will stave off the loss of manufacturing jobs in the U.S.

John Tesoriero has left the New Jersey Commission on Science & Technology to become Associate Director of the Center for Advanced Information Processing at Rutgers University. David Eater is Acting Executive Director for the Commission as a search is conducted for a permanent replacement.

Ten foundations have joined forces to create an eight-year $100 million New Economy Initiative for southeastern Michigan, with a goal of transitioning the region’s economy toward more knowledge-intensive industries. Three foundations, Ford, Kellogg and Kresge – each created from the personal fortunes made by some of the founders from the state’s historic economic bases – have contributed $25 million toward the effort. Additional support ranging from $1.5 million to $10 million is being provided by seven other community foundations.

Public universities in most states compete with other state priorities for appropriations each year or two-year budget cycle. With the state’s fiscal year ending Sept. 30, no new budget passed by the legislature and a projected state revenue deficit of more than $1.5 billion for 2008, universities in Michigan may feel greater pressure to assert their importance to the state’s economy.

One of the hottest political topics this year is the outsourcing of U.S. jobs to other countries. A Google search on "outsourcing" returns about 4.8 million pages. Reports from Gartner, Forrester Research, McKinsey & Company, AeA, and the Institute for International Economics, among others, have looked at the topic and fed the interest.

Sherrie Priesche, the science and technology advisor to New Jersey Governor James McGreevey, has been appointed as the new executive director for the New Jersey Commission on Science and Technology.

Last Thursday, Gov. Jennifer Granholm signed bills to aid Michigan’s tool and die industry and to promote new venture capital investment in the state’s high-tech industries.

The Michigan Economic Development Corporation has named Sandy Ring to the new position of vice president for economic development policy.

Lizabeth Ardisana was elected Chairperson of the Michigan Hispanic Chamber of Commerce, becoming the first woman to hold the position in the state.

Much emphasis has been placed on the importance of green jobs in the next economy as the nation continues to shed jobs in traditional industries. Creating these specialized jobs is a major priority for states across the nation that will compete for renewable energy industries. Two recent announcements in California and Michigan illustrate efforts underway to recruit and prepare a workforce capable of meeting critical industry needs.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

As economists and policymakers debate the details of how and when the nation will recover from the recession, the topic of entrepreneurship and the role it will play in shaping the new economy continually arises. In the coming years, some analysts predict a rise in entrepreneurship both as a result of massive layoffs and an aging workforce not yet ready or able to retire.

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

The national recession that began at the end of 2007 is "very likely over," according to Federal Reserve Chairman Ben Bernanke. Recovery, however, may be a long way off. Because states were affected differently by the economic downturn in both timing and impact, recovery for state and local economies is likely to occur at different times. Moody's Economy.com predicts, according to an MSNBC article, that job growth will return first in five states: Colorado, Idaho, Oregon, Texas, and Washington.

A bill being debated in Congress would provide federal support for the development of research parks, a major contributor to scientific discovery, technology commercialization and new company formation. S. 583, entitled the Building A Stronger America Act and introduced earlier this year, would make available grants and loan guarantees for the development and construction of science parks to promote the clustering of innovation through high technology activities.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

To attract additional federal funds and boost job creation, Michigan legislators passed a bill authorizing the state to spend another $30 million on a program to create alternative energy clusters and support technology commercialization.

All eyes are on New Jersey and Virginia as newly elected governors soon will unveil action plans and proposals for their first year in office. During the recent gubernatorial campaigns, Governors-elect Chris Christie and Bob McDonnell both outlined plans to transform their respective states’ economies and create high-paying jobs through targeted investments in renewable energy. The following is an overview of the energy proposals outlined during the campaigns.

New Jersey

Gov. Jennifer Granholm signed the final FY10 budget bills last week, cutting nearly $1.9 billion in spending and warning state agencies of a possible 20 percent cut in state spending next year. To help fill the FY10 deficit, the enacted budget incorporates $1 billion in federal stimulus funds. With less than $600 million in federal funds available next year, the state could face a shortfall ranging from $800 million to $1 billion, reports The Detroit News.

Tuesday’s Republican victories in the gubernatorial races for New Jersey and Virginia mean a shift in political power for both states. With current fiscal conditions continuing to press state revenues lower and unemployment rolls higher, much of the new governors’ attentions could pass over tech-based economic development policies. Alternately, increased investments in TBED may be exactly what are needed right now to help create high-wage jobs in both states.

As companies across the nation continue to announce massive layoffs during the economic recession, states, localities and private foundations are encouraging entrepreneurial training and providing support services to help create new jobs and assist struggling businesses.
