The jury's still out on the appropriate role or effectiveness of most tax credits to encourage tech-based economic development (TBED), but most politicians and economic development practitioners believe their state is at a competitive disadvantage without at least a few breaks.

West Virginia University’s plan to develop strong research capabilities in a number of focused areas, creating hundreds of new jobs, may be completed in half the time originally anticipated. Gov. Bob Wise announced last week a $24.4 million funding package to jump-start the implementation of new research facilities and laboratories on the WVU campus.

University of Southern Mississippi Research Foundation President Angie Dvorak was named president of the Area Development Partnership. Dvorak currently serves on the organization’s executive committee.

As the angel investment community continues to evolve from individual investors to sophisticated angel investment groups, the Kauffman Foundation and the Angel Capital Association (ACA) have jointly published a new guide designed to help angels form the most effective angel organizations for their communities.

Implementation of the Global Grid Exchange, a state-sponsored open public computing grid in West Virginia, is underway. Hewlett Packard will provide the infrastructure technology that will power the grid, an initiative of the West Virginia High Technology Consortium (WVHTC) Foundation.

Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.

Unprecedented Goals, Unparalleled Progress, a report released in early August by Mississippi Governor Ronnie Musgrove, calls for the state to address several issues to better position the state to compete in the New Economy. Cincinnati and St. Louis are partnering to hold a three-day symposium to examine best practices in biotechnology-based economic development. Growing the Life Science Industry will be held March 1-3 at the Kingsgate Conference Center on the University of Cincinnati Medical Campus. Speakers from a dozen states will share their regions' approaches for life science economic development.

In a recently issued Executive Order, Missouri Governor Mel Carnahan officially named the life sciences industry as one of the state’s lead industries for promoting economic development. The order requires all executive branch departments to review their programs and evaluate each program’s impact on the life sciences industry for purposes of economic growth. The Department of Economic Development must prepare a report based upon these reviews that is due to the Governor by May 1, 2000.

Wheeling Jesuit University invites applications for the position of Chair of the Department of Business and Technology. Among the Chair's responsibilities are recruiting and retaining faculty, overseeing curriculum and budget, developing and maintaining strong ties to the business and governmental community of the Wheeling area, and articulating a vision which leads to widespread recognition of the Depart-ment as offering a premier education program. Applications will be accepted until May 10, 1999.

Investment capital to develop and commercialize new technologies may soon be easier to find in Missouri. The Commerce Committee of the Missouri House of Representatives last week endorsed House Bill 753, a proposal to create a $40 million seed capital fund supported by Governor Mel Carnahan. The fund would be capitalized at $10 million each year for four years. Additionally, private investors would get a 100-percent tax credit for all money they contributed to the new seed capital fund.

West Virginia University is seeking candidates to fill the newly created, high-profile position of Economic Development Director and Senior Advisor to the WVU leadership. He/she will be the primary WVU spokesperson for economic development with the mission to maximize the impact of WVU on West Virginia's economy. Review of applications will begin January 15, 1999. The Wheeling Jesuit University is seeking candidates for a combined faculty/administrative position in Entre-preneurship and Technology Management and Chair of the Department of Business and Technology. Duties include teaching, advising student, seeking grants, coordinating a new undergraduate major in Entre-preneurship and Technology Management, and arranging for student internships and faculty consulting opportunities in the entrepreneurship and technology management areas.
