The Invest Nebraska Corporation is hiring a CEO to join their team in Lincoln, NE. The CEO will manage Invest Nebraska's programs throughout the State of Nebraska. Invest Nebraska Corporation is a private, nonprofit venture development organization focused on developing high-growth companies in Nebraska and growing the state's economy.

Building on a decade of work by the Coalition for Plant and Life Sciences, BioSTL launched last month to provide funding and support for emerging bioscience companies. The group also will dedicate resources such as training and recruiting entrepreneurs and increasing venture capital investment to collectively benefit partner organizations working to increase bioscience activity in the region. Washington University in St. Louis, BJC HealthCare, and the St. Louis Life Sciences Project each committed $2 million per year for five years, totaling $30 million to launch the effort.

Gov. Jay Nixon last week signed into law the Missouri Science and Innovation Reinvestment Act (MOSIRA) nearly two years after first proposing the initiative (see the Jan. 6, 2010 issue of the Digest). MOSIRA creates a funding source to grow research and technology companies by capturing a percentage of the growth in state revenue over a base year (fiscal year 2010) from a designated group of science and innovation companies.

Louisiana and Texas voters approved measures to provide funding sources for student loans while voters in Colorado rejected a measure that would have temporarily increased taxes to offset cuts for public schools and colleges. Meanwhile, Ohio voters repealed a bill passed earlier this year limiting collective-bargaining rights of state employees. Official results are outlined below:

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Texas leaders have fully embraced the importance that strongly supported top-tier research universities can serve for attracting and retaining high-wage technology companies and as drivers for future economic growth. With Tuesday’s passage of Proposition 4 by a solid 56.7 percent majority, it is evident the voting population of the Lone Star State gets it as well.

As state and federal funding for higher education dwindles and the workforce needs of the new economy continue to shift, state and university officials are reevaluating how higher education is funded, its return on investment for the state, and how universities can better drive economic growth. Recent examples in New York, Ohio and Texas demonstrate how states are implementing new policies to adapt to the changing times.

Spending time at a technology or business incubator may be the key to learning about entrepreneurship. Some universities, seeking to ramp up entrepreneurship programs, are turning to incubators as real-world teachers.

Maine Governor Paul LePage named Phillip Congdon as the new commissioner of the Department of Economic and Community Development. Cogndon is a licensed professional engineer who spent more than 20 years with Texas Instruments in Dallas. He replaces Acting Commissioner Thaxter Trafton.

Citing the need to ensure a competitive edge in the weak economic climate, Texas Gov. Rick Perry is asking lawmakers to continue investing in the state's economic development tools by providing an additional $15 million for the Texas Emerging Technology Fund (ETF) and retaining funding for the Texas Enterprise Fund in the coming biennium. The governor also is proposing $50 million for science, technology, engineering and mathematics (STEM) scholarships and $32 million to increase STEM academies.

Alabama then-Governor-elect Robert Bentley on January 3 named former House Speaker Seth Hammett as director of the Alabama Development Office, replacing Interim Director Linda Swann. He also appointed the president of the Birmingham-based Economic Development Partnership of Alabama, Bill Taylor, to lead efforts to grow and retain existing Alabama industries, while at the same time recruiting new businesses to the state.

With the end of federal stimulus funding for higher education on the horizon, states are considering proposals to retool current funding formulas for colleges and universities and looking to alternative funding sources to sustain their programs and services in the coming years. Ahead of the 2011 legislative session, groups commissioned by governors in Colorado and Virginia recommended a voter-approved tax and more stable funding streams from the state, respectively.

Two economic development reports, one outlining strategic initiatives to transform the state's economy and the other making recommendations for reforming the state's tax programs, were delivered last week to Gov. Jay Nixon. The governor's Strategic Initiative for Economic Growth, launched in May, submitted initial job-creation proposals focused in the areas of advanced manufacturing, energy solutions, bioscience, health science and service, information technology, financial and professional services and transportation and logistics.

The Kauffman Labs for Enterprise Creation announced its first Women in Science and Engineering Business Idea Competition to encourage female scientists and engineers to pursue entrepreneurial ventures. The competition's goal is totap into the "growing pool of highly educated women who have the potential to start scalable science and engineering-related ventures".

Patrick Draper has been appointed as president and CEO of the Toronto Region Research Alliance.

Arlene Garrison has been appointed as vice president of University Partnerships at Oak Ridge Associated Universities.

Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. With input from industry leaders in life sciences and tech-based organizations, a group convened by Gov. Jay Nixon is tasked with identifying a vision and mission to transform the state's economy within five years targeting high-growth industries. By the end of the year, the group hopes to identify six to eight key initiatives most likely to impact the economy. Tech-based components will be critical to the plan, with details forthcoming.

Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

Lawmakers called into special session on Friday approved a $75 million incentive package for a Texas-based energy company to build five biofuel facilities in the state expected to generate 1,000 new jobs through a total $500 million investment. The package approved by lawmakers also includes $4 million for a workforce training fund through the state's institutions of higher education and up to $2 million for biomass research at Alcorn State University and Mississippi State University.

Proposals that promise job creation and economic growth have taken center stage in several state legislatures. Lawmakers who recognize the importance of R&D, tech commercialization, access to risk capital, and investment in higher education are fighting for passage of TBED-focused bills in the final months of their states' 2011 legislative sessions.
