Each year, Southern Growth Policies Board honors Southern initiatives that are improving economic opportunities and quality of life in the region. The 2010 Innovator Awards will be chosen from creative initiatives in the region that aim to help communities recover from the recession. Innovator Awards are presented annually to one organization in each of Southern Growth's 13 member states, and winners are recognized at Southern Growth's Annual Conference. The deadline for nominations is Nov 6.

Calling for shared sacrifice among all state agencies, Gov. Haley Barbour outlined his FY11 budget recommendations reducing most agencies by 12 percent below the FY10 appropriation, excluding the Mississippi Development Authority, which would be cut only 5 percent because of its role in job creation. Tech-based economic development programs funded by the Authority are zeroed out in the governor’s proposal, however.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

One of the most vexing problems facing states, outside of a few well known success stories, is a persistent lack of attention from the venture capital industry. In 2006, almost 60 percent of venture capital investment was concentrated in California and Massachusetts. In response to an economic development study calling on the state to diversify its operating system, support regionalism and invest in innovation, Nevada's newly established Governor's Office of Economic Development (GOED) released a plan of action to align resources and establish partnerships for meeting those goals over the next three years. The statewide plan builds on legislation passed last session to unify economic development efforts through a regional approach and private sector engagement.

Nevada legislators recently approved $10 million in funding for the state's Knowledge Fund, a technology development and commercialization support program first introduced in 2011.

While public debate rages over the role of surveillance in our society, one particularly infamous government surveillance technology, drones, is being prepared for private sector deployment in the U.S. Drone-related technologies are predicted to revolutionize commerce in the U.S., with industry projections valuing their initial deployment as an $82 billion boost to the national economy.

Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. With the exception of New York Gov. Andrew Cuomo's ambitious economic development plan (see the Jan. 9 issue of the Digest), most of the proposals were on the modest side.

The Department of Commerce announced the winners of the Strong Cities, Strong Communities (SC2) Challenge, the Economic Development Administration-led competition seeking to help cities and regions develop a comprehensive economic development strategy. Greensboro, North Carolina, Hartford, Connecticut, and Las Vegas, Nevada each were awarded $1 million to assist in the refinement and implementation of their respective plans.
