Washington Technology Center is seeking someone to become the first full-time program manager for the Northwest Energy Technology Collaborative. The Collaborative is a public-private partnership committed to accelerating the emergence of the Pacific Northwest's energy technology industry. The Collaborative seeks to build market-based programs that support businesses, entrepreneurs, investors, researchers and policymakers to address challenges facing this emerging industry.

Marv Clement, former manager of Entrepreneurial Programs at Pacific Northwest National Laboratory in Richland, Washington, retired in April 2002.

Mississippi Band of Choctaw Indians (MBCI) Tribal Chief Phillip Martin and Mississippi Technology Alliance President and Chief Executive Officer Angie Dvorak recently announced a partnership to help foster science-based economic development for the state of Mississippi. The alliance's partnership with a tribal government is possibly the first of its kind in the U.S.

Community buy-in to building a technology-based economy is vital for TBED success. Establishing a strong private sector commitment to science and technology can make a significant difference, particularly as elected officials are deciding what to cut or trim from the budget. TBED organizations use different approaches to get the buy-in. In states such as Massachusetts (see story in this Digest), the top-down direction from the Governor could provide the group critical access.

Certified economic development professionals have an extra reason to attend Building Tech-based Economies: From Policy to Practice, the nation's premier educational and networking experience for the TBED community. The 2003 SSTI Annual Conference will be recognized by the International Economic Development Council (IEDC) as a professional development event that counts toward the recertification of Certified Economic Developers (CEcD).

Two Department of Energy national laboratories and two land-grant universities announced on July 17 that they will work together to form a new research institute for the production of energy and industrial products from biomass resources. The new Northwest Bioproducts Research Institute will combine the talents of DOE's Pacific Northwest National Laboratory, DOE's Idaho National Engineering and Environmental Laboratory, Washington State University, and the University of Idaho.

Michael Douglas is the new associate vice chancellor for technology management at the University of Washington. Douglas comes to the position from a St. Louis biotech firm.

Angie Dvorak is leaving her position as CEO of the Mississippi Technology Alliance to become vice president of research for the University of Southern Mississippi. The University saw a 25 percent increase in research funds last fiscal year, climbing to a record $62.6 million.

Patrick Tam started this week as the new executive director of SIRTI, the Spokane Intercollegiate Research and Technology Institute. Tam comes to SIRTI from a Seattle-based international technology transfer company.

While Congress debates whether or not it should fund national programs to address the Digital Divide, many communities continue their efforts to ensure all local residents have the technology training and access needed to secure high-quality employment and attain skills through lifelong learning. The City of Seattle, through its Department of Information Technology, may offer one of the more sophisticated and successful models for approaching the issue.

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.

The Mississippi Technology Alliance has released a second annual index focusing on the process of innovation, the links between innovation and technology-based economic development, and activities that government, academia and the private sector provide to support innovation and economic development.

The past week has marked the beginning of two public initiatives in Washington State to increase the availability of financing for technology firms.

The first-ever Mississippi Innovation Index was released Wednesday by the Mississippi Technology Alliance.



Targeting technology-based economic development in Mississippi, the Index groups baseline data into eight categories and establishes a data collection process for 24 science- and technology-related indicators. Initial analyses suggest:

The Tri-Cities (Richland-Kennewick-Pasco) ranks near the top 10 percent nationwide in technology industry growth and offers significant quality-of-life advantages over comparable communities, according to a recent report on local technology business.

Dr. Leonard Peters is the new director of the Department of Energy's Pacific Northwest National Laboratory.

Washington State still ranks first nationally in the creation of new companies, according to the third annual Index of Innovation and Technology released by the Washington Technology Center (WTC), a state-funded organization that fosters technology employment growth. The Index also shows the number of patents earned by Washington inventors increased by 11 percent from 2000 to 2001.

Jack Faris is the new president of the Washington Biotechnology & Biomedical Association.

Gov. Christine Gregoire announced the first stages of her economic development program last Wednesday, highlighted by a proposal to inject $35 million annually starting in 2008 for the next 10 years into life sciences research at the state's universities. Gov. Gregoire also requested legislation be introduced this week that would facilitate the transfer of technology from research institutions to the private sector.
