Tight budgets are causing many state and local tech-based economic development (TBED) programs to delay new initiatives, even forcing some to scale back on the services already provided. But mottos like "getting more bang for the buck" and "doing more with less" are fast becoming tired, transparent clichés.

Manufacturers continue to shed thousands of American jobs — at a rate of 80,000 per month over the past three years, according to the New York Times. The realities of globalization are settling in as small and mid-sized manufacturers are hit hard with competition from around the world.

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.

 

The Trent Lott National Center of Excellence for Economic Development & Entrepreneurship is pleased to announce its inaugural Excellence in Technology Based Economic Development Research award will be made to Dr. Edward Feser on Oct. 19, 2007, at the SSTI 11th Annual Conference in Baltimore.

 

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

As the nation's economy shifts to knowledge- and technology-based industries, Mississippi's colleges and universities must provide expertise and leadership to attract new jobs and build a stable state economy, members of a special committee told the state House of Representatives last week.

Leland Speed has been named the new executive director of the Mississippi Development Authority.

Andy Taggart has been appointed president and chief executive officer of the Mississippi Technology Alliance.

Ken Olsen will become the new executive director of the Palouse Economic Development Council in Washington State.

Many of Washington's programs aimed at enhancing the skills of educators in science, technology, education, and mathematics (STEM) fields will continue to receive state support in the coming biennium under Gov. Christine Gregoire's budget proposal - while other TBED initiatives did not fare as well.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

Calling for shared sacrifice among all state agencies, Gov. Haley Barbour outlined his FY11 budget recommendations reducing most agencies by 12 percent below the FY10 appropriation, excluding the Mississippi Development Authority, which would be cut only 5 percent because of its role in job creation. Tech-based economic development programs funded by the Authority are zeroed out in the governor’s proposal, however.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

Lonnie Emard has been named interim director of the Consortium for Enterprise Systems Management, a recently formed collaboration of business, academic and economic development organizations intended to build information technology (IT) opportunities in South Carolina.

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.
