The president of the Buffalo Economic Renaissance Corp, Alan DeLisle, is leaving to become director of the Office of Economic and Employment Development in Durham, N.C.

Georgia Tech topped the nation in its efforts to help state and local agencies with economic development, according to a study released by the Southern Growth Policies Board's Southern Technology Council (STC).

On April 1, Jerry McGuire becomes the first director of technology transfer for the University of North Carolina, Greensboro. McGuire currently is the director of technology transfer and licensing for the University of Buffalo.

During the past two years, efforts have been launched in the Dallas-Fort Worth metroplex to boost its capacity for building a technology-based economy. The efforts have been directed toward increasing public-private cooperation, especially across organizations and jurisdictions that traditionally have thought of themselves as competitors, and conducting a critical review of the area's strengths and weaknesses.

A new strategic plan focusing on the North Carolina Department of Commerce's four cornerstones of economic development success – a globally competitive workforce, investment in science and technology, a competitive business climate, and attractive communities prepared for economic development – has been released by the state's Economic Development Board.

A new report, Just Clusters: Economic Development Strategies that Reach More People and Places, from Regional Technology Strategies, Inc. (RTS) finds that while cluster-based economic development strategies have the potential to expand opportunities for disadvantaged populations and rural regions, most current cluster strategies do not pay attention to equity issues. The project was made possible through a grant from the Ford Foundation.

The Carolina Center for Competitive Economies (C3E) at the University of North Carolina, Chapel Hill, invites applications for the position of Associate Director for Research.

Two of North Carolina's state-created non-profit science and technology centers announced new leaders last week. David Rizzo is the new president and chief executive officer of MCNC. and Leslie Alexandre will serve in the same position for the North Carolina Biotechnology Center.

Larry Moolenaar is the new Executive Director of the Eastern Carolina Council of Governments.

Last week, Texas Governor Rick Perry announced the formation of the Governor's Council on Science and Biotechnology Development. The Council will strive to create a seamless system of innovation from the laboratory to the marketplace in rapidly developing areas of biotechnology — such as biopharmaceutical development, bioinformatics, genomics and nanotechnology.

Regional Technology Strategies, Inc. (RTS), a national nonprofit workforce and economic development group based in Carrboro, N.C., has published Cultivating Successful Rural Economies: Benchmark Practices at Community Colleges.

The Army Research Office (ARO) recently created an initiative – a University Affiliated Research Center (UARC) to be known as the Institute for Soldier Nanotechnologies – to develop nanometer-scale science and technology solutions for soldiers. 

If one were asked to identify localized examples of the economic spectacle that was the late 1990s, the metro region of Austin, Texas would be on most short lists. A recently completed economic development plan from the tech-soaked Austin suburb of Round Rock, however, reflects the fundamental upheaval or disruption that characterizes the economies of many regions of the country.

Richard Greene, director of the Arlington Technology Incubator and former mayor of Arlington Texas, has been appointed regional administrator of the U.S. EPA.

Seeing the Future: The Knowledge Economy seeks to inform people about the knowledge, skills and resources needed to compete in today’s economy.

Western Carolina University (WCU) Chancellor John Bardo recently unveiled plans for a comprehensive regional economic development strategy that would more than double the size of the campus and promote university-industry partnerships.

The rapid increase in federal spending for defense and homeland security has led a number of states to establish initiatives targeting potential economic development from these activities. North Carolina becomes the latest of those states, with its proposed Defense Technology Innovation Center.

North Carolina does not, at first glance, seem to be a venture capital underperformer. In 2006, venture capitalists invested close to $510 million in North Carolina, almost $60 million of which was invested in seed and early-stage businesses, according to the Pricewaterhouse Coopers Moneytree Survey of VC investment. However, while the state ranks 12th in seed/early-stage investment, many in the state perceive the lack of seed funding to be a major obstacle to economic growth.

Last week, Texas Gov. Rick Perry signed off on the state’s budget, but not before making substantial use of his line-item veto. Overall, the approved $151 billion FY 2008-2009 budget increases general revenue spending by $7.7 billion (11.8 percent) over the current biennium. Much of that new spending will support education in the state; however, a number of programs, particularly those connected to higher education, failed to receive the governor’s approval.

 

For an industry that takes in more than $10 billion per year, video games receive relatively little dedicated support for economic development initiatives. When video game creators do attract the attention of federal and state politicians, it is often because of allegations of violent content and for encouraging sedentary lifestyles amongst consumers. A handful of states, however, have launched programs and credits that actively encourage the growth of the industry.
