Mandatory Cost Sharing May Return for Some NSF Programs
Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.
Recent Research: North Carolina’s SBIR/STTR matching program yields results
Since 2005, the One North Carolina Small Business Program has made 423 SBIR/STTR matching awards worth nearly $26 million to more than 250 businesses throughout the state. A new assessment, which updates an earlier report, provides academic rigor to a standard program review. The results indicate that even beyond survey-based attestations to the program’s value, there is a statistically-significant impact of North Carolina’s funding for the competitiveness of recipients.
Ten states selected for manufacturing-focused Policy Academy
Ten states from across the country have been selected as part of a unique program designed to grow and strengthen their manufacturers. Over the course of the next year, interdisciplinary state teams will meet together in Washington, D.C., and separately in their home states, to develop and refine strategies impacting manufacturing industries.

An evaluation of the One North Carolina Small Business Matching Fund, a statewide initiative providing grants of up to $50,000 to recent SBIR/STTR awardees, suggests that the program is achieving its goals of creating high-skill, high-wage jobs. Over the past 10 funding cycles, the $17.2 million deployed across 250 small businesses has created or retained more than 900 innovation-oriented jobs, and raised an additional $5.6 million in tax revenue for the state, according to the analysis performed by the NC Department of Commerce.
State leaders zero in on recovery in budget proposals, state addresses
As state budgets move into the legislatures for final negotiations and approvals, the last of the governors have addressed their constituents and put forth their proposals. While a renewed sense of hope is seeping into the latest addresses, governors are still cautious and guarded in proposing new programs. Broadband, small business, education and workforce initiatives continue to be among the innovation-related initiatives announced by the state leaders, with the intent that those efforts will also boost the economic recovery of the states.

North Carolina is continuing to improve its innovation standing and its research and development enterprise continue to lead among other innovation metrics, according to a new state report. The North Carolina Board of Science, Technology, and Innovation published the eighth edition of its Tracking Innovation report. This report uses 39 measures of innovation capacity to evaluate North Carolina’s standing against other states in the nation.
Virginia tech talent initiative fueled by Amazon need
Students and tech employers stand to benefit from a new initiative in Virginia that grew out of the Commonwealth’s proposal to Amazon, which is building its second headquarters in Northern Virginia. Last week, Gov. Ralph Northam announced that Virginia will invest in their tech talent pipeline to produce 31,000 new computer science graduates over 20 years.
NC Accelerator to Help Launch Life Science Startups
The North Carolina Innovation Fund has announced plans to support a new accelerator that would promote life science technology transfer from the state's universities. Published reports indicate that the accelerator would launch later this month and focus on companies developing biopharmaceutical therapeutics, diagnostics and medical devices. Participating startups could receive capital investment from the accelerator's associated funds.

Information Technology Research Awards Made by NSF
The first $90 million has been awarded through NSF’s new program Information Technology Research (ITR) initiative. The goal of the program is to build US leadership in information technology (IT) through support of fundamental research and innovative applications of IT. The ITR program is designed to strengthen the nation’s IT knowledge base as well as the IT workforce.
ATE Announces 1999 Awards and Activities
During its six years in operation, the Advanced Technological Education (ATE) Program has awarded more than $150 million in grants to strengthen the education of technicians for the high tech fields driving our economy. Nominations Sought for NSF’s Highest Honor
Since its inception in 1975, the Alan T. Waterman Award remains the highest honor awarded by the National Science Foundation. The award is conferred annually to the young researcher who has demonstrated exceptional individual achievement in scientific or engineering research of sufficient quality to place them at the forefront of their peers. The awardee receives a $500,000 nonrestrictive grant over a three-year period for continued research.
13 Cities Receive $89 Million from NSF for Math and Science Ed
The National Science Foundation’s Division of Educational System Reform is funding cooperative agreements with 13 urban school districts: Birmingham, Chattanooga, Chicago, Fresno, Memphis, Miami, Minneapolis, Nashville, Newport News, Oklahoma City, Omaha, Pittsburgh, and Philadelphia to improve K-12 mathematics and technology education. The awards are aimed at districts that already have improvement programs in place.
First Partnership for Innovation Awards Announced
The National Science Foundation (NSF) has recommended awards for 24 projects in communities around the country to help translate knowledge gained from basic research into new products, businesses and services, as well as to provide workforce education and training opportunities focused on innovation. Totaling more than $14 million, each averaging about $600,000 over two or three years, the first-ever Partnerships For Innovation (PFI) awards cover projects in 20 states and Puerto Rico.

Research and development activity in the nonprofit sector share of total U.S. R&D held steady at 3 percent from 1973 to 1997, according to a February 15 Data Brief prepared by the National Science Foundation (NSF). The Data Brief reports on the first survey of nonprofit R&D activity since 1973.
Partnerships for Innovation Opens
Partnerships for Innovation (PFI), a National Science Foundation (NSF) program started just last year, has released its Program Solicitation for FY 2001. The program will support 10-15 new government-university-industry partnerships that explore new approaches to support and sustain innovation. R&D Expenditures Top $200 Billion in 1997
Research and development expenditures in 1997 are expected to reach $205.7 billion, a 6.5 percent increase over 1996's $193.2 billion in spending. Since 1994, R&D spending has been increasing at a rate of more than 5 percent a year, according to a recent National Science Foundation Data Brief.

New Microelectronics Program Being Planned
The Semiconductor Industry Association (SIA), in cooperation with members of the semiconductor industry and the U.S. Department of Defense, is launching a new initiative to expand certain long range applied microelectronics research at U.S. universities.
This planned new initiative, the Focus Center Research Program, is being structured to utilize long range innovative applied research to meet industry needs. The envisioned Centers will:
NSF Funds Three Earthquake Research Centers
The National Science Foundation (NSF) has selected three centers to conduct and coordinate earthquake engineering research for the nation. The contracts call for NSF to invest $2 million a year for five years in each of the three centers for a total of $30 million.
NSF Offering $26 million for Research Centers in FY 2003
To create new research centers in FY 2003, the National Science Foundation (NSF) is offering approximately $26 million through its Engineering Research Centers (ERC) Program.
At least two awards totaling up to $13 million each will be made. The awards, subject to 10 percent cost sharing, will be distributed as follows: $2.5 million (year 1), $3 million (year 2), $3.5 million (year 3), and $4 million (years 4 and 5).
