The text of State of the State Addresses, Budget Messages and, to a lesser extent, Inaugural Addresses, often reveals each governor's legislative priorities and new initiatives to be pursued over the coming months.

North Dakota Starts Phase I of Statewide Broadband Network
In an effort to provide quality, high-speed telecommunications services throughout the state, North Dakota has committed $3 million for the first phase of a broadband telecommunications network that is expected to cost the state $20 million when completed. When the first phase is finished later this year, 218 locations in 64 communities will be connected.
Tech Talkin’ Govs 2020: Innovation, education and budgets weigh on governors in latest round of addresses
Education, infrastructure and budgets are all on the minds of the governors in this latest review of state of the state addresses. With more than half the governors having completed their outlooks by the end of January, this week we review the speeches through the end of month and find repeated attention to education, energy and budgeting issues, with a statewide lottery being introduced in Alaska, new energy legislation in Illinois, and South Carolina also proposed a funding increase for state universities that do not raise in-state tuition rates.

The ability of states to deliver the services promised to its residents relies on their fiscal soundness. With most states beginning their fiscal year in July, SSTI has reviewed the current fiscal standing for each state and here presents a snapshot of our findings.

Most states ended their fiscal year with a surplus and continue to recover from the Great Recession, with a growing economy and job gains. However, they face continuing demands on their budgets, with expanded Medicaid payments and the growing opioid crisis confronting nearly every state. Such decisions affect the state’s ability to fund innovation efforts, from the amount of support available for higher education and STEM programs, to funding for entrepreneurship, and forging public private partnerships to strengthen innovation programming that the private sector cannot fully support.
Our analysis found that some states that rely on the energy sector to fund their spending priorities continue to struggle, while others are already factoring in anticipated revenues as a result of new Supreme Court rulings involving gaming and online sales tax collections.

Several states have energy initiatives on their ballots, while higher education funding is at play in Maine, Montana, New Jersey and Rhode Island. Utah could become only the second state to fund its schools through gas taxes, if a measure there is passed. At the same time, four states have ballot issues addressing redistricting commissions which could have a significant impact on state legislative makeup when lines are redrawn after the 2020 census.

North Dakota Governor's Budget to Focus on 'Smart Growth'
To build the state’s economy and create opportunity, North Dakota Governor John Hoeven is launching Smart Growth, a host of programs linking education, job creation and career development to build the state’s economy and communities. The Governor announced his plan with release of the 2003-2005 executive budget.

De-privatization?: Reno-area Tech Council Affiliates with Nevada ED Office
Citing the goals of expanding its impact and stabilizing funding, the member-based TechAlliance has given up its political independence to become a nonprofit agency under the auspices of the Nevada Commission on Economic Development.

North Dakota Legislature Clears Path for TBED
In the final week of its 2003 Legislative Session, the North Dakota State Legislature passed sweeping legislation that favors tech-based economic development in the state. The Greater North Dakota Association (GNDA), serving as the state's Chamber of Commerce, subsequently issued a summary of those bills targeted toward job growth. Some highlights of GNDA's summary are presented below:

Dr. Peter Reczek was appointed executive director of the New Jersey Commission on Science and Technology.
Don Siegel, president of the Technology Transfer Society, will be dean of the School of Business at the University of Albany, SUNY, beginning in fall 2008.
North Dakota State University to Partner with Federal Labs
Last week, three contracts between North Dakota State University (NDSU) and research partners at two Department of Energy federal laboratories were announced, building research opportunities within the Red River Valley Research Corridor. They included the following:
- A $50,000 contract from Sandia National Laboratories to develop water purification membranes through polymer research;
- A $25,000 contract also from Sandia for solar cell research which will utilize technologies patented at NDSU; and,
North Dakota Enacts Renewable Energy Plan, Funds Key TBED Initiatives
A number of crucial TBED initiatives introduced earlier this year by North Dakota Gov. John Hoeven were recently enacted by the state legislature, including a $42 million renewable energy plan, $20 million in new funding for university-based Centers of Excellence, a 25 percent R&D tax credit, and additional investments in research and workforce development.
