With 36 governors being sworn in following the November elections, 20 of those being new faces and 16 who were re-elected, this year’s inaugural and state of the state addresses promise new ideas along with proposed resolutions to existing challenges. A new innovation hub slated to open in January in Washington promises to connect 5G startups with investors and technology labs, while also creating a pipeline of jobs for students interested in the emerging sector. A separate effort in Virginia will become a testbed for 5G wireless security that is expected to accelerate cyber research and include 39 universities and four federal partners. Last year, the president directed the secretary of commerce to lead the creation of a long-term spectrum plan and the White House Office of Science and Technology Policy (OSTP) has since outlined development priorities for American leadership in the emerging technology. But with no 5G network up and running yet, one may begin to wonder if all the attention is hype, or rooted in reality of a truly disruptive technology that will largely advance society. A recent briefing paper from the Berkeley Roundtable on the International Economy seeks to answer who is likely to benefit from this promised vastly faster connectivity, and how that value will be captured.
Free tuition offerings continue to evolve in states across the US
New Mexico Gov. Michelle Lujan Grisham became the latest governor to propose a plan for free tuition, with what has been called the “one of the most ambitious attempts to make higher education more accessible.” If approved, the plan would allow in-state students to attend any of the 29 state public colleges or universities, regardless of income. It is designed as a “last-dollar” program.
Virginia Creates Institute for Defense and Homeland Security
With nearly $1 billion in federal R&D funding proposed for the new Department of Homeland Security, many states, universities and companies are exploring ways to be actively involved as R&D partners. Already home to several military and intelligence research activities, with proximity to Washington, D.C. in its favor, Virginia recently announced an effort to further strengthen its competitive position in the funding race.

NSF Survey Documents Drop in S&E Doctoral Degrees
Since reaching a high point of almost 27,300 in 1998, the number of science and engineering (S&E) doctorates has dropped by 7 percent to just over 25,500 in 2001, reports a 2001 nationwide survey conducted for the National Science Foundation (NSF). The decline since 1998 has led to a rollback of total Ph.D.s to pre-1994 levels, the report states.
NSF Announces New Round of Funding for PFI Program
The National Science Foundation (NSF) plans to fund $9 million in new FY 2003 awards under the Partnerships for Innovation (PFI) Program, according to the program solicitation's recent release. To promote PFI, NSF will sponsor 15-25 partnerships among academe, government and the private sector that explore new approaches to innovation.
The purpose of the program, as defined in the PFI solicitation, is threefold:
North Dakota Governor's Budget to Focus on 'Smart Growth'
To build the state’s economy and create opportunity, North Dakota Governor John Hoeven is launching Smart Growth, a host of programs linking education, job creation and career development to build the state’s economy and communities. The Governor announced his plan with release of the 2003-2005 executive budget.

NSF Announces $200K in Mentoring Awards
The National Science Foundation (NSF) has announced it intends to have almost $200,000 in fiscal year 2003 funds for new awards under the Presidential Awards for Excellence in Science, Mathematics and Engineering Mentoring (PAESMEM) Program. Nominations to honor individuals and institutions are invited for the 2003 competition of these annual awards.

NSF Issues 24 Math and Science Partnership Awards
The National Science Foundation (NSF) recently announced 24 awards under the new Math and Science Partnership (MSP) Program — an anticipated investment of $240 million over five years in projects to improve the achievement of K-12 students in science and mathematics. The Department of Education is an NSF partner in this effort, co-funding two projects involving state education agencies.
NASA Selects Corporation to Lead Innovative Research Institute
NASA has announced the Langley Research Center in Hampton, VA, will team with the National Institute of Aerospace Associates (NIAA), Reston, VA, to create the National Institute of Aerospace (NIA) to perform aerospace and atmospheric research, develop new technologies for the nation and help inspire the next generation of scientists and engineers.
Virginia Governor's Tech Plan Defines CIT Roles
The future of Virginia's Center for Innovative Technology (CIT) became clearer on Wednesday with Governor Mark Warner's release of Commonwealth of Virginia Strategic Plan for Technology for 2002-2006. CIT has a lead position for half of the eight initiatives outlined in the 129-page document.

NSF Pumps $75M into New ERCs
Synthetic biology, quality of life technologies, fluid power, mid-infrared technologies, and structured organic composites are the five technology areas supported through the new Engineering Research Centers (ERCs) awards announced by the National Science Foundation (NSF). The centers will share $75.3 million to develop cross-disciplinary research programs advancing technologies that address major societal problems and provide the basis for new industries.
Virginia Governor Creates Office for Telework, Broadband
With an eye toward easing traffic congestion, air pollution, and distributing employment opportunities more widely around Virginia, Gov. Timothy Kaine has created an Office of Telework Promotion and Broadband Assistance. The Office will encourage and promote telework activities for public and private employers, and work to advance innovative models that expedite the deployment of "last-mile" broadband technologies throughout the Commonwealth.
