Tech Talkin’ Govs 2019, part 1: Governors unveil broadband, workforce, and research proposals to build economies
With 36 governors being sworn in following the November elections, 20 of those being new faces and 16 who were re-elected, this year’s inaugural and state of the state addresses promise new ideas along with proposed resolutions to existing challenges. As the governors present their plans to constituents, SSTI revisits our Tech Talkin’ Govs series.
Rural broadband emerging as early theme for 2019
Action toward improving the availability and speed of broadband in rural areas is emerging as an early theme in 2019, continuing activity from 2018. Oregon, Washington and the USDA all announced new initiatives last month. In mid-December, the USDA announced the availability of $600 million in grants and loans to support improvement of broadband accessibility across rural America. Funding is split into three equal pools.

Funding is split into three equal pools. Up to $200 million may be awarded as grants (deadline for proposals is April 29); $200 million may be awarded as low-interest loans (applications due June 28); and $200 million may be distributed in a mix of grants and loans (proposals are due May 29). Projects funded through this initiative must serve communities with fewer than 20,000 people with no broadband service or where service is slower than 10 megabits per second (mbps) download and 1 mbps upload.
Washington’s expansive college tuition program intended to build state's workforce
The Washington legislature passed a higher education bill that is awaiting the governor’s signature that would provide more aid for state residents attending higher education institutions in the state. The bill could raise nearly $1 billion over four years through an increase in the state’s business and occupation tax.

A separate effort in Virginia will become a testbed for 5G wireless security that is expected to accelerate cyber research and include 39 universities and four federal partners. Last year, the president directed the secretary of commerce to lead the creation of a long-term spectrum plan and the White House Office of Science and Technology Policy (OSTP) has since outlined development priorities for American leadership in the emerging technology. But with no 5G network up and running yet, one may begin to wonder if all the attention is hype, or rooted in reality of a truly disruptive technology that will largely advance society. A recent briefing paper from the Berkeley Roundtable on the International Economy seeks to answer who is likely to benefit from this promised vastly faster connectivity, and how that value will be captured.
Free tuition offerings continue to evolve in states across the US
New Mexico Gov. Michelle Lujan Grisham became the latest governor to propose a plan for free tuition, with what has been called the “one of the most ambitious attempts to make higher education more accessible.” If approved, the plan would allow in-state students to attend any of the 29 state public colleges or universities, regardless of income. It is designed as a “last-dollar” program.

North Dakota Governor's Budget to Focus on 'Smart Growth'
To build the state’s economy and create opportunity, North Dakota Governor John Hoeven is launching Smart Growth, a host of programs linking education, job creation and career development to build the state’s economy and communities. The Governor announced his plan with release of the 2003-2005 executive budget.

Washington Tech Center Seeks Federal Program Development Manager
The Washington Technology Center (WTC), the state's science and technology organization that stimulates growth in the state, is seeking someone to become Federal Program Development Manager. WTC helps Washington companies develop commercially viable technology through statewide programs and services.

Northwest Technology Investor Network Established
A regional partnership of economic development organizations, led by the Department of Energy's Pacific Northwest National Laboratory (PNNL), announced the launch of the Northwest Technology Investor Network last week. The network is an online forum that links investors and entrepreneurs in the high-tech sector.
Washington Tech Center Seeks Manager, Statewide Programs
The Washington Technology Center (WTC), based in Seattle, WA, is searching for a person to fill the newly created position of Manager of Statewide Programs. This person will design and develop a statewide network of programs, services and connections to serve companies and entrepreneurs across Washington State.

WSA (formerly the Washington Software Alliance) announced that Kathy Wilcox will step down as the organization's president and CEO at the end of 2006. Wilcox intends to work with for-profit and nonprofit businesses as an advisor on operations, business development, board structuring and fundraising.

Northwest Research Institute for Bioproducts, Bioenergy Formed
Two Department of Energy national laboratories and two land-grant universities announced on July 17 that they will work together to form a new research institute for the production of energy and industrial products from biomass resources. The new Northwest Bioproducts Research Institute will combine the talents of DOE's Pacific Northwest National Laboratory, DOE's Idaho National Engineering and Environmental Laboratory, Washington State University, and the University of Idaho.

Michael Douglas is the new associate vice chancellor for technology management at the University of Washington. Douglas comes to the position from a St. Louis biotech firm.

Patrick Tam started this week as the new executive director of SIRTI, the Spokane Intercollegiate Research and Technology Institute. Tam comes to SIRTI from a Seattle-based international technology transfer company.

Washington Leads in New Company Creation, Index Finds
