In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.

Earlier this month Governor Jeanne Shaheen released New Hampshire in the New Economy: A Vision for Expanded Prosperity, the first-ever comprehensive economic development plan for the State of New Hampshire. While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.

Besides supporting life science research in universities, one of the other key areas states and communities are using to encourage the growth of a local biotech industry is by supporting an increase in the availability of wet lab and other biotech facilities. Biotech space, however, is extremely expensive compared to other traditional tech incubator facilities for a variety of reasons (design, HVAC, environmental, security, regulatory, etc.)

A wake-up call. That's what the final report of the Lincoln Technology Council said the city received after learning one of its top employers was expanding its operations in a nearby city instead of Lincoln because of perceived weaknesses in Lincoln's telecommunications infrastructure.

South Dakota Governor Mike Rounds announced Friday that John Calvin has been named Secretary for the Department of Tourism and State Development. The newly formed department combines the Governor’s Office of Economic Development, Department of Tourism, Office of Tribal Relations, Division of Cultural Affairs, and the South Dakota Housing Development Authority.

The University of Nebraska Technology Park has named Steve Frayser as president.

Broadband access is considered by most to be a key ingredient for encouraging innovation and building a local tech-based economy. Access for many rural areas, however, remains geographically or financially out of reach. Earlier this month, the New Hampshire Rural Development Council (NHRDC) unveiled a plan to change that for the businesses, government and individuals in the northern portion of the Granite State.

An initiative aimed at creating 2,500 new jobs throughout New Hampshire will offer low-interest loans to companies who commit to creating new jobs or expanding their current employment base in the state.

Just as several states have announced projected budget shortfalls, at least three governors have revealed stable fiscal conditions for the coming year with proposed funding to support new and expanded education and research initiatives.
