PA, WI, NY, CA Universities Launch Initiatives to Fuel Entrepreneurial Economy

In an effort to help spur economic prosperity, several universities recently have unveiled new initiatives to connect potential entrepreneurs with university resources and help integrate the entrepreneurs into their region’s innovation ecosystem. The Blackstone Charitable Foundation also announced it will expand LaunchPad, a university-led entrepreneurship program, to a partnership that includes three universities in Southern California.

States Pass Innovation-Focused Legislation

Investments and policy to support innovation-focused agendas have flourished with the close of the 2014 legislative sessions in several states. EDA Announces Grants to Spur Manufacturing Growth, Address Declining Coal Industry

Since the beginning of July, the Economic Development Administration (EDA) has announced almost $7.3 million in grants to support advanced manufacturing and support workforce development efforts in communities impacted by the decline coal industry. In Florida and Washington, the EDA announced funding to support the facilities that can house local manufacturing firms and provide the space and equipment necessary for them to create jobs.

Universities Seek External Funds for Big Data R&D Centers

The big data technology and services market is expected to grow at a compound annual rate of 23.1 percent over the 2014-2019 forecast period, with annual spending projected to reach$48.6 billion in 2019, according to a 2015 study from IDC – a market research firm. Hoping to leverage this exponential growth into research and economic development opportunity, several universities are fund raising to establish new big data R&D Centers in the communities they serve.

Cleveland Fed: Use Sector Partnerships to Address Employment Needs

Opportunities for successful workforce development partnerships exist across a variety of industries and geographies, according to a recently released report from the Community Development Department at the Cleveland Fed. The report, Addressing Employment Needs through Sector Partnerships, includes five case studies from throughout the Federal Reserve’s Fourth District, which contains Western Pennsylvania, Eastern Kentucky, the panhandle of West Virginia and all of Ohio. Although sector-based initiatives have been around for quite some time, the Workforce Innovation and Opportunity Act, whose final regulations became publicly available in June 2016, places a strong emphasis on aligning education and job training with employer needs, according to the report’s authors Kyle Fee, Matt Klesta, and Lisa Nelson.

17 Governors Sign Accord to Promote Clean Energy, Economic Prosperity

A bipartisan group of 17 governors signed the Governors’ Accord for a New Energy Future – a joint commitment to support the deployment of renewable, cleaner and more efficient energy technologies and other solutions to make the U.S. economy more productive and resilient as well as spur job creation in member states.

Many states across the country already have, or will soon have, signed budgets ready for the 2017 fiscal year.  Over the past few months, SSTI has examined gubernatorial addresses and proposed budgets for a preview of technology-based economic development spending in the coming year. College mergers a prescription in meeting higher ed headaches

Declining enrollments, higher costs and limited state funding continue to challenge higher education institutions, and possible mergers continue to surface as an option to meeting those challenges. In Pennsylvania, a new study sponsored by the Pennsylvania Legislative Budget and Finance Committee identifies options to help ensure the sustainability of the State System of Higher Education, and mergers factor into those considerations.

Detroit, Pittsburgh Boast Tech Economy Gains

Groups in the greater Detroit and Pittsburgh regions recently released reports documenting the progress these metros have made over the past few years in building thriving technology economies. Detroit’s Automation Alley found that tech industry employment in the region grew by 15 percent in 2011, outpacing growth in all of the other 14 regions used as benchmarks in the study.

On July 11, without Gov. Tom Wolf’s signature, Pennsylvania’s budget (HB 218) for FY 2018 became law. State lawmakers, however, are still in the midst of a stalemate over how to pay for a nearly $32 billion budget.

State lawmakers, however, are still in the midst of a stalemate over how to pay for a nearly $32 billion budget. While Wolf and other Democratic leaders prefer increasing revenue through tax reform, Republican leaders are focusing on other alternatives including a bond effort and expansions of gambling to address the over $2 billion shortfall.

$80 million awarded for Advanced Robotics Manufacturing Institute in Pittsburgh

Pittsburgh will be home to the Advanced Robotics Manufacturing (ARM) Innovation Hub, the newest member of the Manufacturing USA network. The U.S. Department of Defense announced that American Robotics, Inc., an independent nonprofit spun out of Carnegie Mellon University will receive roughly $80 million in federal funding to launch the institute, matched with $173 million in support from the university and a consortium representing approximately 120 industry partners, 40 academic institutions and 60 non-profit and government entities.

Pittsburgh at precipice of innovation initiative

Recognizing that the former steel city was at tipping point in its development, Pittsburgh’s city leaders decided to tip the scale toward continued growth. Whether the city is able to rise to the level of a serious global competitor may hinge on the implementation of initiatives that will guide the city in capitalizing on their innovation, research and business assets, according to a new report from the Brookings Institution. Pittsburgh leaders received a call to action as a result of a collaborative effort initiated by two city foundations and the Brookings Institution.

VC Funding Declines in Q3 2014, Reports Examine VC Trends in OH, OR, PA

In Q3 2014, venture capital (VC) investments in the U.S. dropped by 30 percent from Q2 totals, according a new report from CB Insights. Q3 VC deal levels also dropped by 10 percent from Q2 totals. The severe drop, however, can be attributed to Q2 being the most successful VC quarter since Q1 2001. The good news is that the first three quarters of 2014 saw the U.S. VC investment total reach $33.75 billion – an increase of 59 percent compared to the first nine months of last year.

Purdue University, the University City Science Center, and Washington State University announced the creation of new investment funds to support the growth of university-affiliated startups in their respective communities. These three recently announced commercialization funds all share a common trend – they will be managed or assisted in the management process via public-private partnerships.

Two-State Regional Economic Development Group Touts Expanded Choices

Following a national economic development trend toward regionalism, governors in Iowa and Nebraska announced a partnership to provide more investment and talent opportunities for area businesses, and increased exposure for the region. Under the multi-county collaboration, Advance Southwest Iowa will join the Greater Omaha Economic Development Partnership. The group plans to implement a five-year regional economic development program focused on establishing a recognized brand and image for the region, growing and recruiting businesses, and retaining a trained workforce.
