Climbing back from a deep recession without over burdening taxpayers is a main focus of this year's legislative session for many states, leaving little room for bold initiatives needed to position state and regional economies for future growth. Nebraska Gov. Dave Heineman, however, is asking lawmakers to look beyond the state's current conditions and invest in economic sectors he says are likely to create high-quality jobs and enhance the state's "economic momentum."

Citing the need to ensure a competitive edge in the weak economic climate, Texas Gov. Rick Perry is asking lawmakers to continue investing in the state's economic development tools by providing an additional $15 million for the Texas Emerging Technology Fund (ETF) and retaining funding for the Texas Enterprise Fund in the coming biennium. The governor also is proposing $50 million for science, technology, engineering and mathematics (STEM) scholarships and $32 million to increase STEM academies.

With the end of federal stimulus funding for higher education on the horizon, states are considering proposals to retool current funding formulas for colleges and universities and looking to alternative funding sources to sustain their programs and services in the coming years. Ahead of the 2011 legislative session, groups commissioned by governors in Colorado and Virginia recommended a voter-approved tax and more stable funding streams from the state, respectively.

Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. Robert Bentley's plan to create a statewide business incubator focusing on workforce training. Select announcements from across the globe are highlighted below.

Specialized and high-tech incubators provide crucial services and resources to promote and enhance Commercialization & Entrepreneurship, one of the six thematic tracks of this year's annual conference. Three sessions tied to this theme will be explored during SSTI's annual conference, focusing on direct lessons from successful and proven TBED programs, regional innovation clustering, and more. Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

Lawmakers called into special session on Friday approved a $75 million incentive package for a Texas-based energy company to build five biofuel facilities in the state expected to generate 1,000 new jobs through a total $500 million investment. The package approved by lawmakers also includes $4 million for a workforce training fund through the state's institutions of higher education and up to $2 million for biomass research at Alcorn State University and Mississippi State University.

Proposals that promise job creation and economic growth have taken center stage in several state legislatures. Lawmakers who recognize the importance of R&D, tech commercialization, access to risk capital, and investment in higher education are fighting for passage of TBED-focused bills in the final months of their states' 2011 legislative sessions.

Gov. Dave Heineman's proposal to support innovation, research and product development in Nebraska's small businesses and institutions of higher education was passed with unanimous support in the legislature. Lawmakers also approved an angel tax credit for investments in high-tech companies and a measure to create an internship program matching college students with businesses as part of the governor's Talent and Innovation Agenda (see the Jan. 19, 2011 issue of the Digest).

The University of Texas System Board of Regents recently approved $15 million in funding for three programs that will support innovation and extraordinary effort among its faculty. Two of these programs will make awards for teaching excellence, one for faculty at the University of Texas at Austin (UT Austin) and the other for teaching at the system's other eight universities.

Karl Fooks, a past managing director for J.P. Morgan & Co. in Asia, is the new president of the Hawaii Strategic Development Corporation. Fooks replaces John Chock who retired last year.

The University of Texas at Austin recently announced the formation of a university-wide initative to support technology commercialization, entrepreneurship and innovation. Venture Labs Texas will assist new ventures at the university and broker deals with sources of capital, including venture funds, angel investors and Texas' Emerging Technology Fund. Two measures, one dealing with improving access to higher education in Alaska, and another focusing on economic growth through renewable energy in Nebraska, recently were approved as part of the 2010 legislative sessions. Lawmakers in Alaska passed a measure establishing a merit-based scholarship program championed by Gov. Sean Parnell, but left funding for the program uncertain. Meanwhile, Nebraska legislators passed a bill to promote economic growth through renewable energy export.
