Lewis D. "Luke" Rich, a vice president and Western New York regional director for Empire State Development Corp., is taking early retirement at the end of the year.

Ellis Rubinstein, former editor of the magazine Science, has been appointed to serve as Chief Executive Officer of the New York Academy of Sciences.

Temi Bova is the new director of Union College's U-start technology business incubator in Schenectady, N.Y.

Sean O'Kane, commissioner of the New Hampshire Department of Resources and Economic Development, is resigning from the position at the end of his two-year term in March to return to the private sector.

Earlier this week, New York Governor George E. Pataki and NY Senate Majority Leader Joseph L. Bruno unveiled a new funding program designed to recognize and support outstanding scientists and engineers who, early in their careers, show potential for leadership and scientific discovery in the field of biotechnology.

While Albany securing Sematech North has captured national attention in the TBED community for the past week, area leaders have been working for more than a year to forge a partnership toward regional technology-based economic development. That effort came to fruition in June when leaders of the Albany-Colonie Regional, Rensselaer County Regional and Schenectady County Chambers of Commerce announced the formation of the Tech Valley Chamber Coalition.

Plans for a joint five-year $320-$403 million program to accelerate the development of next generation lithography were announced Thursday by International SEMATECH (ISMT) and The University at Albany-SUNY (UAlbany).

Keith Servis has left his position as director of programs at the New York Office of Science, Technology, and the Advancement of Research to return to the New York Department of Health.

Besides supporting life science research in universities, one of the other key areas states and communities are using to encourage the growth of a local biotech industry is by supporting an increase in the availability of wet lab and other biotech facilities. Biotech space, however, is extremely expensive compared to other traditional tech incubator facilities for a variety of reasons (design, HVAC, environmental, security, regulatory, etc.)

New York's initiatives to support technology-based economic development (TBED) will share more than $520 million in state appropriations during Fiscal Year 2003. The highlight: two originally competing budget proposals to support university-based centers of excellence survived with a combined $470 million in state funds (see the Jan. 5, 2001 issue of the SSTI Weekly Digest for background).

With disaster comes opportunity for dramatic changes to occur through the healing and rebuilding processes. Floods, hurricanes and tornados have helped to energize devastated areas into becoming more vibrant communities. The deep recession of the late 80s and restructuring of many key industrial sectors ushered in many state tech-based economic development programs, the benefits of which are being felt more than a decade later. 

New York's Empire Zones Program dodged a veto from Gov. George Pataki as an agreement was met with the legislature to restructure the program. The state budget, signed into law last week, extends the program and allows for an additional 12 zones to be created throughout the state.

Craig Watters is serving as interim director of the Falcone Center for Entrepreneurship at Syracuse University. Past director Nola Miyasaki has relocated to Hawaii to join a biotech company.

Broadband access is considered by most to be a key ingredient for encouraging innovation and building a local tech-based economy. Access for many rural areas, however, remains geographically or financially out of reach. Earlier this month, the New Hampshire Rural Development Council (NHRDC) unveiled a plan to change that for the businesses, government and individuals in the northern portion of the Granite State.

George "Mick" Stadler is the new CEO for the incubator at the Rochester Institute of Technology.

An initiative aimed at creating 2,500 new jobs throughout New Hampshire will offer low-interest loans to companies who commit to creating new jobs or expanding their current employment base in the state.

Paul Tonko was elected as president and CEO of the New York State Energy Research and Development Authority. Tonko replaces Peter Smith, whose resignation is effective at the end of June.
