Washington Governor Gary Locke announced the formation of the Northwest Energy Technology Collaborative (NWETC) at a signing ceremony on Wednesday attended by the founding members.

H. Day Chapin has been selected as the first Director for the new Northwest Energy Technology Collaborative.

Washington Technology Center is seeking someone to become the first full-time program manager for the Northwest Energy Technology Collaborative. The Collaborative is a public-private partnership committed to accelerating the emergence of the Pacific Northwest's energy technology industry. George Bald is returning to serve as Commissioner of the New Hampshire Department of Resources and Economic Development. Bald served in the position from 1998-2004.

Two Department of Energy national laboratories and two land-grant universities announced on July 17 that they will work together to form a new research institute for the production of energy and industrial products from biomass resources. The new Northwest Bioproducts Research Institute will combine the talents of DOE's Pacific Northwest National Laboratory, DOE's Idaho National Engineering and Environmental Laboratory, Washington State University, and the University of Idaho.

Michael Douglas is the new associate vice chancellor for technology management at the University of Washington. Douglas comes to the position from a St. Louis biotech firm.

Patrick Tam started this week as the new executive director of SIRTI, the Spokane Intercollegiate Research and Technology Institute. Tam comes to SIRTI from a Seattle-based international technology transfer company.

Besides supporting life science research in universities, one of the other key areas states and communities are using to encourage the growth of a local biotech industry is by supporting an increase in the availability of wet lab and other biotech facilities. Biotech space, however, is extremely expensive compared to other traditional tech incubator facilities for a variety of reasons (design, HVAC, environmental, security, regulatory, etc.)

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.

The Index also shows the number of patents earned by Washington inventors increased by 11 percent from 2000 to 2001.

Broadband access is considered by most to be a key ingredient for encouraging innovation and building a local tech-based economy. Access for many rural areas, however, remains geographically or financially out of reach. Gov. Christine Gregoire announced the first stages of her economic development program last Wednesday, highlighted by a proposal to inject $35 million annually starting in 2008 for the next 10 years into life sciences research at the state's universities. Gov. Gregoire also requested legislation be introduced this week that would facilitate the transfer of technology from research institutions to the private sector.
