New and re-elected Governors gave inaugural addresses in Alabama, Oklahoma, Pennsylvania, South Dakota, Tennessee and Texas during the past 10 days. Additionally, State of the State addresses were made in Hawaii, Montana, Nevada, New Mexico, Ohio, South Carolina, South Dakota and Utah. Building tech-based economies remains a high priority for many Governors, as evidenced in the following:

Nevada

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.

William Parsons is serving as acting executive director of the Rhode Island Economic Development Corp. Parsons is the vice president of operations.

The Rhode Island Technology Council has appointed Katherine O'Dea as director of workforce development and JoAnn Johnson as manager of education partnerships.

Tom Schumpert, director of the Rhode Island Economic Development Corporation for the past two years, is leaving to become executive director of the metro center of Roger Williams University in Providence. His responsibilities will include strengthening the university's relations with corporations and the community.

Gary Stark has resigned his position as executive director of the Indiana Information Technology Association Foundation to relocate to Connecticut. Stark raised $1 million during the past year to start an endowment for the foundation, which plans to award grants from the interest earned to combat the Digital Divide in the state.

Noreen Scott, former economic development division director for the New Mexico Department of Economic Development, is the executive director for the Rio Rancho Economic Development Corp.

As states and communities consider how to build a tech-based economy, the prospects of centering efforts around hydrogen fuel cell technology has become an increasingly appealing option. Fuel cells may have huge implications for the future, and the technology already is the focus of some states' multi-billion economic development strategies.

Gov. Bill Richardson has appointed his chief of staff, David Harris, to serve as executive director of the New Mexico Finance Authority.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Most of the initiatives were included in the economic development agenda Gov. Richardson outlined during his first State of the State address in January. They are:

Yesterday's Providence Journal-Bulletin reports the Rhode Island Economic Policy Council (RIEPC) has reduced by merger the number of Slater Centers. With the goal of increasing the impact of the state's annual $3 million investment, the restructuring from six to four centers is intended to reduce overhead and administrative costs, allowing more of each resulting center's funding to flow into emerging businesses.

Katherine O'Dea has been named executive director of the Rhode Island Technology Council.

Rhode Island, like nearly every state in the country, is facing a projected budget deficit in FY 2004. To deal with a $175 million or 6.6 percent shortfall, 21 agencies are facing budget reductions in Governor Don Carcieri's first budget request to the Rhode Island General Assembly. However, demonstrating his commitment to "make strategic investments to promote job growth," Gov. Carcieri calls for increased support for several tech-based economic development initiatives.

Tech firms in New Mexico received happy tax news on April 4 as Gov. BIll Richardson signed several bills to encourage economic growth across New Mexico.

To reduce administrative costs by up to $500,000 and to improve operational efficiencies, the Slater Fund Board of Directors has approved plans to consolidate Rhode Island's four Slater Centers into a single entity, the Slater Technology Fund, Inc. The fund will retain its four technology thrusts of biomedical technology, interactive technologies, design and manufacturing, and marine and environmental technologies.

Rick Homans announced that he will step down as executive director of the New Mexico Spaceport Authority, effective July 27.
