Roberto Salazar is leaving his post as the Director of the New Mexico Office of Science and Technology at the end of March to assume the position of State Director of the USDA's Rural Development Agency for New Mexico.

Thad LeVar was appointed deputy director of the Utah Department of Commerce. LeVar replaces Jason Perry, who was named director of the Utah Governor's Office of Economic Development (GOED). Richard Bradford, the former director of GOED, retired from state government after 13 years of service.

Spawning 132 new companies over thirteen years is just one of the impressive statistics cited in the latest annual report for the Utah Centers of Excellence Program (COEP). The 1998-1999 report highlights the program’s accomplishments and economic impact since its inception in 1986. To help small businesses participate fully in the expected e-commerce revolution, Senator Bingaman (D-NM) has introduced legislation to create a national e-commerce extension program. Senators Rockefeller (D-WVa), Snowe (R-ME) and Mikulski (D-MD) are co-sponsors of the bill, S. 1494.

In the last days of a special legislative session, the New Mexico Legislature unanimously passed two technology tax credit bills. Entitled the “Technology Jobs Tax Credit Act” and the “Laboratory Partnership with Small Business Tax Credit Act,” these measures are intended to assist New Mexico’s technology-based businesses with the development of increased research investments and laboratory partnerships, especially in rural areas.

The Appalachian Regional Commission (ARC), the Tennessee Valley Authority, and the National Business Incubation Association are sponsoring a conference Oct. 21–23 in Chattanooga, Tennessee, to focus on the importance of business incubation to rural economic development and to share best practices by successful incubators across the nation. 

Gov. Don Sundquist has named Tony Grande to be the new Commissioner of the Tennessee Department of Economic and Community Development (ECD). Mr. Grande formerly was ECD Deputy Commissioner as well as its Assistant Commissioner of Tennessee business services and director of manufacturing services.
