Last Friday, Governor Tommy Thompson signed into law Senate Bill 429, establishing the Wisconsin Technology and Entrepreneurs Council (WITEC).

In his recent State of the State address, Wisconsin Governor Tommy Thompson called for the establishment of a new High Tech Corporation to assist in the development of companies for the New Economy. Toward that end, a bill has been introduced in both houses of the Wisconsin Legislature to establish the corporation.

On July 16, both houses of Wisconsin’s state Legislature passed a state budget including numerous incentives for technological development. The budget covers state spending for a two-year period that began July 1. Gov. Scott McCallum has until August 30 to approve the budget; several of the tech-related items were in the Governor's first state of the state and executive budget addresses.

After 30 years as leader of the Greater Madison Chamber of Commerce, Robert Brennan is leaving to become a consultant to the new Office of Corporate Relations at the University of Wisconsin-Madison.

Phillip Z. Sobocinski has accepted a new position as Assistant Director of the new Office of Corporate Relations in the Office of the Chancellor, University of Wisconsin-Madison. The new initiative will be led by Charles Hoslet.

A $500,000 state grant approved Thursday by South Dakota Governor Bill Janklow will help create a center in Sioux Falls for fledgling technology businesses.

Larry Kline has resigned as president of the Wisconsin Technology Council to take a position as chief financial officer and vice president for business development with a biotech firm.

The six-month-old Information Technology Association of Wisconsin selected Jim Rice to serve as the organization's first president and CEO.

South Dakota Governor Mike Rounds announced Friday that John Calvin has been named Secretary for the Department of Tourism and State Development. The newly formed department combines the Governor’s Office of Economic Development, Department of Tourism, Office of Tribal Relations, Division of Cultural Affairs, and the South Dakota Housing Development Authority.

The Wisconsin Legislature presently faces two bills which could greatly boost venture capital funds in the state. 

The Wisconsin Venture Network (WVN) in Milwaukee has folded into the Wisconsin Innovation Network (WIN) Foundation in Madison, and the combined WIN entity has become a subsidiary of the Wisconsin Technology Council.

As trends in federal funding priorities shift from domestic R&D to defense-related R&D, universities are scrambling to get their piece of the pie. The president's fiscal year 2006 budget request for the Department of Homeland Security (DHS) includes increased funding of 6.6 percent over the fiscal year 2005 appropriation (see the Feb. 14 issue of the Digest).

Just as several states have announced projected budget shortfalls, at least three governors have revealed stable fiscal conditions for the coming year with proposed funding to support new and expanded education and research initiatives.
