In a period of tightening budgets, it is important for stakeholders to know that the investments they are making in tech-based economic development are yielding positive economic results - and returning revenue to the state. Recent impact assessments to examine comprehensive TBED programs in three states show how smart these investments have been. More telling, different evaluation models were used in all three states and they each reached similar conclusions: strategic TBED investments can stimulate economic growth.

Today's Digest marks SSTI's 600th issue. The Digest's growth in circulation and coverage over the past 13 years parallels the explosive expansion of activities to strengthen regional economies through technology-based economic development. As companies across the nation continue to announce massive layoffs during the economic recession, states, localities and private foundations are encouraging entrepreneurial training and providing support services to help create new jobs and assist struggling businesses.

This members-only electronic publication provides readers with application information, eligibility criteria and submission deadlines for hundreds of research and economic development funding opportunities offered by the federal government and others.

The following overview is a synopsis of select recent announcements from research parks across the nation, including groundbreakings and development plans to support vibrant regional economies based on science, technology and innovation. 

Halfway through its money and its first decade, Ohio's Third Frontier Initiative has helped generate a $6.6 billion impact for the state, according to an independent assessment released by the Ohio Department of Development (ODOD) on Tuesday. The report also credits the initiative's investments for creating 41,300 jobs within Ohio over the past five years.

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Carl Bauer is retiring from federal service and leaving the National Energy Technology Laboratory effective Feb. 28, following a four-year tenure as the laboratory’s director.

Joining the Pittsburgh Life Sciences Greenhouse as executives in residence are Maureen Peszko and Michael Lang. Pierre Queiroz de Oliveira will be joining the program as an executive associate.

The recent creation of the Energy Alliance of Southwestern Pennsylvania is intended to advance the energy-related economy of the Pittsburgh region by funding companies, coordinating projects, devising policies, and marketing the region's assets. While staff for the Energy Alliance will come primarily from the Allegheny Conference and Innovation Works, other partners of the effort include the University of Pittsburgh, Carnegie Mellon, and various energy-related firms in the region.

Robert Fritzinger has been named the director of the new SUNY Fredonia Business Technology Incubator.

Ioanna Morfessis, a consultant from Phoenix, was unanimously appointed as the executive director of the Rhode Island Economic Development Corporation by the board of directors. Morfessis is expected to start work in January, and will serve as acting director until the Senate confirms her appointment.

NorTech, the Northeast Ohio Technology Coalition, seeks applications for a Vice President. Reporting to the president and CEO, and serving as an integral member of the senior management team, the VP will be responsible for the development of several NorTech initiatives including technology commercialization, flexible electronics cluster building, and support on government engagement.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

NorTech, the Northeast Ohio Technology Coalition, seeks applications for a Vice President of Strategic Outreach. Reporting to the president and CEO, and serving as an integral member of the senior management team, the VP of Strategic Outreach will be responsible for the development of NorTech’s overall communication strategy and building relationships with key stakeholders.

The first third of the current fiscal year was over before Pennsylvania leaders could agree on a $27.8 billion FY10 budget that sharply reduces spending across many areas of community and economic development. It does boost funding for basic education to historic levels, however.

Capturing national attention for initiating successful programs to sustain the nation’s position as a global leader for innovation and competitiveness, six organizations were named recipients of SSTI’s 2009 Excellence in TBED Award. The third annual awards follow a nationwide competition recognizing outstanding achievements in tech-based economic development (TBED) emphasizing impact, strategic value and replicability.

While New York City's universities and research centers are among the country's top institutions for performing scientific research, the city’s institutions have not become the drivers of entrepreneurship and economic development witnessed in other regions of the U.S, according to a new report from the Center for an Urban Future. Additionally, the high cost of real estate and lack of affordable laboratory space inhibits local entrepreneurs from succeeding and deters high-tech investment.
