Lewis D. "Luke" Rich, a vice president and Western New York regional director for Empire State Development Corp., is taking early retirement at the end of the year.

While Albany securing Sematech North has captured national attention in the TBED community for the past week, area leaders have been working for more than a year to forge a partnership toward regional technology-based economic development. That effort came to fruition in June when leaders of the Albany-Colonie Regional, Rensselaer County Regional and Schenectady County Chambers of Commerce announced the formation of the Tech Valley Chamber Coalition.

Plans for a joint five-year $320-$403 million program to accelerate the development of next generation lithography were announced Thursday by International SEMATECH (ISMT) and The University at Albany-SUNY (UAlbany).

The South Carolina Women's Business Center has opened its doors and already has 30 customers, the South Carolina Manufacturing Extension Partnership (SCMEP) recently announced. Headquartered in Columbia, S.C., the Women's Business Center will focus on serving only manufacturing facilities in 2003 but will add services to other types of businesses in 2004.

Floods, hurricanes and tornados have helped to energize devastated areas into becoming more vibrant communities. The deep recession of the late 80s and restructuring of many key industrial sectors ushered in many state tech-based economic development programs, the benefits of which are being felt more than a decade later. 

New York's Empire Zones Program dodged a veto from Gov. George Pataki as an agreement was met with the legislature to restructure the program. The state budget, signed into law last week, extends the program and allows for an additional 12 zones to be created throughout the state.

Craig Watters is serving as interim director of the Falcone Center for Entrepreneurship at Syracuse University. Past director Nola Miyasaki has relocated to Hawaii to join a biotech company.

Paul Tonko was elected as president and CEO of the New York State Energy Research and Development Authority. Tonko replaces Peter Smith, whose resignation is effective at the end of June.
