David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. SSTI has learned that Rod Linton and Michael Keene were among 33 "at-will" economic development staff at the Utah DCED fired en masse last Thursday. Gov. Huntsman, who began his term of office on Jan.

Dr. Russell Bessette has been appointed to the Federal Homeland Security Science and Technology Committee. Dr. Bessette currently is the executive director of the New York Office of Science, Technology and Academic Research (NYSTAR).

Eric Cromwell has been appointed to serve as Director of Technology for the Tennessee Department of Economic & Community Development.

Nearly every region engaged in building a tech-based economy wants more access to seed and venture capital money. It's particularly useful when your largest employer announces it will lay off up to 23 percent of its workforce – as many as 5,000 people in your community and 15,000 across the globe – during the next three years.

One of the recurring issues in many states for financing centers as part of their tech-based economic development portfolio is whether or not the organizations resulting from the multi-year, multimillion grants should become financially self sufficient at the end of the grant term.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The Piedmont Triad Entrepreneurial Network recently selected Lisa Blakely, a former Bank of America executive, as its CEO.

Utah State University named J. Michael Brooks as director of its Innovation Campus. He will also serve as associate vice president for research and economic development, beginning Sept. 20.

ASME is seeking a Project Manager responsible for the research, planning, launch and growth of strategic initiatives in the areas of industry relations/corporate services and young engineers. The individual will play a key role in the project management of strategic initiatives to help meet the priority objectives of the ASME Board of Governors.

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

The Center for Economic Growth has selected F. Michael Tucker as its new president and CEO. Tucker replaces Kelly Lovell, who left the position in December to become president and CEO of International Business Development Group.
