Low-income students in the Dallas County Community College District (DCCCD) will be among the first allowed to use federal student aid to enroll in programs offered by nontraditional educational providers. May 1 marks the deadline to choose a school for students considering their college options. A new tool developed by the University of Texas system and the U.S. Census Bureau can give a real sense of what students graduating from that system can expect to earn as well as the average debt graduates carry. The tool, seekUT, reveals the average earnings from each of the majors at the different schools and branch campuses one, five and 10 years after graduation.

Universities frequently play an integral role in providing activities, research, and products that positively affect or support local, regional, state and national economic development or strategic goals.  In higher-education’s efforts to align its participation in innovation and entrepreneurship systems, universities’ incubators, accelerators and fund programs are essential in assisting their faculty, staff, or students in the services and support needed to create startups, bring products to market, or provide critically needed funding.

Voters on both coasts may be asked to approve funding this year to help combat the challenges of climate change. Governors in both New York and California are proposing measures to tackle environmental issues, with New York Gov. Andrew Cuomo launching a “Restore Mother Nature Act,” which his office is calling the nation’s most aggressive program for habitat restoration and flood reduction, and California Gov. Gavin Newsom is proposing a climate budget that would invest $12.5 billion over the next five years.

Governors are continuing to roll out their state of the state addresses and this week’s SSTI review highlights differences in the states economies: while Arizona is enjoying population growth Vermont is struggling to attract workers. More states are focusing proposals on climate change and clean energy initiatives, with New York proposing a $3 billion bond initiative to build resiliency, and Colorado, New Jersey and Vermont proposing clean energy and climate initiatives as well.  Rural broadband, higher education and workforce initiatives also are throughout the state addresses.

In general, the effect of the pandemic on states’ budgets due to the wave of business, retail, and commerce shutdowns, as well as other reduced economic activity across the nation, is not entirely known, or too early to forecast; however, a number of states are beginning to experience the initial impacts of a substantial downturn. With several states having already enacted their 2020-21 budgets, special sessions are expected later this year to deal with declining revenues. Others ended sessions early without a new fiscal year spending plan in place.

Earnings for Appalachian manufacturing workers grew 3.4 percent from 2012 through 2017 to an average of $63,583. The growth is in the Appalachian Regional Commission’s Industrial Make-up of the Appalachian Region, 2002-2017, which reviews employment and wages by sector across the region. Appalachian workers overall saw earnings increase by 3.7 percent over the five years.

When Gov. Janet Mills addressed the United Nations General Assembly on Sept. 23, it was the first time a sitting governor of Maine has been asked to address the body. She had been invited as part of her participation in the UN Climate Action Summit 2019, and has made tackling climate change and embracing renewable energy key priorities of her administration. She is not the only governor stepping into the role where the federal government has backed out.

The ability of states to deliver the services promised to its residents relies on their fiscal soundness. With most states beginning their fiscal year in July, SSTI has reviewed the current fiscal standing for each state and here presents a snapshot of our findings.

New York Gov. Andrew Cuomo has announced more than $763 million for economic development projects throughout the state as part of the regional economic development council (REDC) competition. The program, which tasks leaders in 10 regions to determine economic development priorities, has awarded more than $6.1 billion across 7,300 projects since its inception in 2011. In each region, funding went toward projects such as infrastructure, main street revitalization, feasibility studies, strategic planning, microenterprise funds, and workforce development.

Last week, New York Gov. Andrew Cuomo launched a new effort to streamline the state’s workforce development programs. The $175 million Workforce Development Initiative will consolidate the state’s fragmented workforce development funding opportunities. Using the state’s 10 regional economic development councils (REDC’s) to suggest and prioritize projects, the initiative will offer awards in three competitive categories: public-private partnerships that expand infrastructure and capacity for state universities to meet employer needs; programs to expand employer investment in workforce pipelines; and, workforce solutions that provide flexible funding for innovative workforce development projects such as those targeting advanced industries or underrepresented populations.

As voters head to the polls next week, some will be deciding the fate of innovation and development-related initiatives, while voters in Kentucky, Louisiana and Mississippi will be voting in gubernatorial elections. The initiatives include a possible additional $3 billion in Texas for cancer research. And in Louisiana, Mississippi, New Jersey and Virginia, legislative chambers are holding regular elections.
