Pennsylvania Commits $650M for Alternative Energy Package

This afternoon, Pennsylvania Gov. Edward Rendell signed a $650 million package of tax incentives, loans and grants to spur the development and use of clean energy technologies within the state. The governor believes that the bill will help the state leverage as much as $3.5 billion in private investment and help the state build a stronger clean energy industry. Highlights from the Alternative Energy Investment Act include:

    Pennsylvania Supports STEM Investments, Expands Keystone Opportunity Zones

    Several bills from the 2008 legislative session were signed into law by Gov. Ed Rendell during the past two weeks, including the fiscal year 2008-09 budget, providing enhancements to K-12 programs encouraging science, technology, engineering and mathematics (STEM) and a measure to significantly expand the Keystone Opportunity Zone (KOZ) tax incentive program.

    Ohio Now Offering In-state Tuition Rates to All U.S. Veterans

    Last week, Ohio Gov. Ted Strickland signed an executive order that immediately allows all U.S. veterans eligible for the Montgomery GI Bill, their spouses, and their dependents to enroll at in-state tuition rates at Ohio’s public colleges and universities. Titled the Ohio GI Promise, the policy effectively allows all U.S. veterans to attend college for free in Ohio, once the new federal GI bill goes into effect on Aug. 1, 2009.

    Arkansas Two-year Colleges Offering Entrepreneurship Degrees

    Entrepreneurship education courses continue to appear across the country. A large-scale commitment was announced recently, as eight Arkansas two-year colleges will offer degrees and certificates in entrepreneurship this fall. The broad availability is expected to help create a culture of entrepreneurship that extends from regions capitalizing in the emerging fields of bioscience and nanotechnology research to the rural pockets of the state in need of high-paying jobs.

        The Beaver County (Pa.) CO-OP announced it will change its name to StartingGate. The incubator will continue to assist entrepreneurs and new business start-ups and help expand existing businesses.

        Joe Dedman was chosen as the first executive director of the Southeast Indiana WIRED.

        Brian DuBoff was named the director of Maryland's southern region Small Business Development Center, which is hosted by the College of Southern Maryland.

        To Lighten Debt Load, Revised Ohio Plan Redirects Tobacco & Other Funds

        In a deal ironed out earlier this month by Gov. Ted Strickland and legislative leaders, the state will move forward with an economic stimulus plan that borrows far less than the governor’s original proposal while using existing state revenue such as tobacco settlement funds to supplement the plan – a move that has prompted legislative action to secure control of the tobacco funds.

        State-Federal Lab Partnerships to be Highlighted May 5-8 in Portland

        Many state and regional TBED organizations see federal laboratories as an integral partner in their efforts to promote technology development and commercialization. At least 22 of the leading state TBED organizations across the country have established partnerships with at least one federal laboratory to address a broad range of goals, according to a recent SSTI survey.

        John Austin is the newly appointed executive director of the New Economy Initiative for Southeast Michigan.

        Tom Cech announced he will return to the University of Colorado at Boulder next year to pursue laboratory research and teaching after eight years as president of the Howard Hughes Medical Institute.

        Gov. Rendell Unveils $850M Clean Energy Fund

        Earlier this month Pennsylvania Gov. Edward Rendell announced a broad state strategy to improve the state’s energy independence, support alternative energy business, and reduce the state’s environmental impact. The key element of the new state plan is an $850 million Energy Independence Fund, designed to reduce energy costs for consumers and shift the state’s usage toward clean and renewable sources. Gov. Rendell hopes the plan will save Pennsylvania consumers $10 billion over the next 10 years by lowering energy costs and reducing consumption.
