SSTI invites applications for the 2010 Excellence in TBED Awards in the following categories:

SSTI, a growing nonprofit organization serving the nation's tech-based economic development (TBED) community, seeks an entry-level policy analyst to research and prepare reports, articles and papers on TBED and assist with SSTI events. Excellent research abilities, strong writing and verbal skills and solid understanding of government are required. Candidates must have the ability to work independently or as part of a committed team and be dedicated to creating a quality product.

SSTI's interview with Bob Starzynski of Innovation Works' Innovation Adoption Grant Fund, 2009 recipient of the Excellence in TBED Award in the category Improving Competitiveness of Existing Industries, provides an honest, in-depth account of best practices and lessons learned that earned this program national recognition. A new report from TechNet finds that on the two-year anniversary of the National Broadband Plan aimed at getting more Americans to use broadband at home, the adoption rate remains about the same. The study identifies several reasons behind the plateau and calls for better coordination among policymakers and private stakeholders to improve adoption rates. Meanwhile, some states have big plans in the works to improve their broadband networks, including governors in Hawaii and New York pushing for funding to expand Internet access to underserved areas.

The Ohio State University and Ohio University announced a new $35 million venture capital fund to address the lack of critical, early stage funding for innovative technology ventures in the state. Ohio State will contribute $20 million and Ohio University will provide the remaining $15 million. The universities also committed to leveraging their resources and assets to support entrepreneurial activity and venture creation in Ohio. Read the press release...

Proposals introduced in Florida and Ohio would have changed the funding model for universities that meet certain benchmarks to elevate their standing for research and innovation. Both proposals ultimately were rejected, however. In Ohio, the state's plan for enterprise universities is on hold, and in Florida Gov. Rick Scott recently vetoed a bill to establish preeminent universities.

Tom Walker is departing i2E to join TechColumbus as CEO. Walker, a founding member of i2E, has served the private nonprofit for 14 years. Walker replaces Tim Haynes, who has been serving as interim CEO.

Mark Herzog will step down as executive director of the Virginia Biotechnology Association on June 1. Herzog will serve as senior vice president for corporate and government affairs at Health Diagnostic Laboratory, a Richmond-based company that conducts clinical tests.

Northeast Ohio's Lorain County Community College (LCCC) plans to bring its unique approach to entrepreneur assistance to other parts of the country with support from the Kauffman Foundation. On Thursday, LCCC announced a $1 million grant from Kauffman would help establish pilot versions of the community college's Innovation Fund in three U.S. communities. The current Innovation Fund provides entrepreneurship education, mentoring and early stage funding for the region's startups.

Richard Bendis has been named the first president and CEO of BioHealth Innovation, Inc. a regional private-public partnership focusing on commercializing market-relevant biohealth innovations and increasing access to early stage funding in Central Maryland.

Two common themes emerged in a trio of reports aimed at growing the bioscience sectors in Indiana, New York and Pennsylvania: the need for a sustained financial commitment from the states and the importance of a shared vision and better communication between policymakers and industry leaders. In all three reports, the authors say the payoff is big for the states. The bioscience and life science industries support high-wage jobs and attract significant federal funds.

Karen Mills, head of the Small Business Administration since 2009, has announced her departure. She will stay on until her successor is confirmed.

New Hampshire Gov. Maggie Hassan has nominated Jeffrey Rose to be the state's commissioner of Resources and Economic Development.

In the January 2011 edition of the Harvard Business Review, Michael Porter and Mark Kramer called for a redesign of the existing business model and their role within society. Instead of simply embracing corporate responsibility and corporate giving, businesses should work to create shared value within their community by helping to support local clusters and institutions to address societal needs and issues.

Recent research on the evolving role of universities finds the emergence of an entrepreneurial society has contributed to a broader and more fundamental role for universities — that is to provide thinking, leadership and activity to enhance entrepreneurship capital. University-based entrepreneurship programs and initiatives seem to have gained steam following the recession with federal support for programs to enhance entrepreneurial efforts in states and regions and increased interest from students and out-of-work individuals.

President Obama nominated Ernest Moniz as the next secretary of Energy, Gina McCarthy as administrator of the Environmental Protection Agency, and Sylvia Mathews Burwell as director of the Office of Management and Budget. The nominations require confirmation by the Senate.

Draper Triangle Ventures is opening a Columbus, OH, office. Will Indest, formerly of TechColumbus, has been named managing director.

Rebecca Blank, the acting U.S. secretary of Commerce, is expected to be the next chancellor of the University of Wisconsin at Madison. The Board of Regents is scheduled to vote on the recommendation April 5.

Chris Coburn, the founding executive director of Cleveland Clinic Innovations, is leaving at the end of May to join Boston-based Partners Healthcare, the largest healthcare system in Massachusetts.

Mary Jo White has been confirmed by the Senate as the new head of the Securities and Exchange Commission.

Bill Kirkland will head the new Office of Economic Engagement that will begin operations July 1 at the University of South Carolina. The new entity will facilitate business development statewide, and work through USC&'s seven regional campuses.

John Carey, a former state representative, was appointed by Gov. John Kasich as the chancellor of the Ohio Board of Regents.
