After a frustrating week for many, the SSTI web site is back on line. We apologize for the problems with the site and email while we transitioned to a new web host. We've updated the conference web center (see related below), calendar of events, job postings and Digest archives for you. Digest Publication Schedule Changes
While many state legislatures are in recess, the federal fiscal year draws to a close (resulting in few new R&D funding opportunities to report), and SSTI staff focus more activities on our 4th Annual conference -- Beyond the Hype: Tools for Building Tech-based Economies, the SSTI Weekly Digest will go to a biweekly schedule during the month of August. As a result, the next two issues will be released on August 11 and August 25.

Our Digest archives are back on-line! The Calendar of Events and S&T Resources have also been updated. We apologize for the problems many of you encountered trying to use the site during the past two weeks.
New Roles in Technology Commercialization Identified for NW States
A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.
SSTI Publishes Directory of Technology Councils
Collaboration and partnership among public, private, and non-profit entities have taken on a renewed urgency as states and localities seek quick and cost effective methods to cultivate the necessary environment to foster and support technology-based economies.

Ohio Completes Assessment of E-Com Readiness
According to a new report by a public-private collaborative project called Ecom-Ohio, Ohio lags many others in the “Net” Economy. The group draws attention to the state’s digital divide among certain population groups and laments slow Internet adoption in small and medium-sized businesses and a lack of public incentives and investment to help correct the situation.

Digest Goes Digital
Beginning January 7, the SSTI Weekly Digest will be distributed only by electronic mail. Fax delivery service will end with the December 31 edition.
Because the Digest is available to its readers through subscription revenues, we ask that redistribution be limited to your immediate, internal staff. Forwarding or redistributing of the Digest outside the offices of our subscribers is considered a breach of our copyright.

Washington Governor Gary Locke has named Fred Morris as his new advisor for science and technology. Mr. Morris has been working for Battelle Memorial Institute's Northwest Research Center where he has worked at the Science and Government Center

Washington Tech. Center Releases Innovation and Technology Index
The Washington Technology Center has released its first annual Index of Innovation and Technology. The report examines 34 performance indicators in six broad areas: Innovation, Competitiveness, Growth, Financial Capacity, Human Potential, Quality of Life, and Internet Infrastructure. For each indicator, Washington is compared to several other states or to national averages.

Lura Powell, former Director of the Advanced Technology Program within the Department of Commerce, has accepted the position as Director of the Pacific Northwest National Laboratory in Richland, Washington.
SSTI Releases New Publication
Digest readers may have noticed in our headlines over the past few months that state efforts to improve their economic standing through science and technology are undergoing a tremendous period of growth and expansion. While state S&T programs have been in existence since the 1950s, most activity occurred in the early 1980s and early 1990s during severe economic downturns. The activity of the last 15 months rivals that of the early 1980s and will in all likelihood ultimately surpass it.
SSTI Website Changes
SSTI has added two new features to our web site to make your visits easier. Both are free services from Mind-It.com. First, a site search engine has been added to our home page http://www.ssti.org allowing quicker browsing and researching.

SSTI Releases USIP Study of State SBIR Programs
A new report by SSTI finds that 48 states have some structured SBIR promotion or assistance effort underway. States spent $8 million in FY 1998 to promote involvement and encourage success in the federal SBIR program. These are among the findings reported in State and Federal Perspectives on the SBIR Program.
DIGEST CELEBRATES #150 WITH READERS SURVEY
Last week's issue of the SSTI Weekly Digest was our 150th since beginning the publication on March 1, 1996. Since that time, the Digest has grown more sophisticated in its news coverage and value largely due to the input we receive from our readers. Accompanying this week's issue of the Digest in a separate e-mail is a short survey that we hope you will complete and send back to us. NASA CENTER RENAMED
NASA Lewis Research Center, located in Ohio, has been renamed the "John H. Glenn Research Center at Lewis Field" to honor the contributions John Glenn has made in American space history.
