The SSTI Weekly Digest will be taking a brief spring break and will resume publication on Friday, May 3.

The Ohio Department of Development, which works collaboratively with businesses, communities and the Ohio Legislature to develop financial and technical programs, seeks to fill the position, Grants Administration Manager. The position's duties include managing the outside Grant Administration Team, assessing project results and progress, and performing other duties assigned by the Deputy Director of the Technology Division.

At almost every turn, the important roles played by universities and colleges in a knowledge-based economy seem to be validated. Industry and political leaders across the country are talking of the need for strong institutions of higher education, particularly public research universities, to improve national, state, and local competitiveness.

With more than 20 new governors and hundreds of newly elected state legislators, mayors and city council members across the country, many states and communities are seeing fresh faces in key positions that will influence the shape and direction of tech-based economic development policy, funding and program implementation. With the passage of HB 675, the FY 03-04 Capitol Budget Bill, the Ohio Legislature approved funding for a $100 million Innovation Ohio Revolving Loan Fund and a second $50 million installment for the Wright Brothers Capital Fund. Both measures are key components of Ohio's $1.6 billion 10-year Third Frontier Project — the state's largest-ever commitment to expanding high tech research capabilities and promoting start-up companies to build high wage jobs.

The Wright Center of Innovation for Advanced Data Management and Analysis changed its name to daytaOhio and named Paul Cashen as its new president.

Ted Ford, former president and CEO of the Edison Welding Institute, recently was named president and CEO of TECHColumbus.

Already, more than 20 organizations are taking advantage of SSTI's new affiliate membership program. Two Department of Energy national laboratories and two land-grant universities announced on July 17 that they will work together to form a new research institute for the production of energy and industrial products from biomass resources. The new Northwest Bioproducts Research Institute will combine the talents of DOE's Pacific Northwest National Laboratory, DOE's Idaho National Engineering and Environmental Laboratory, Washington State University, and the University of Idaho.

You know that feeling you get when you've done something nice for no apparent reason? Or at least the grounds for being good are hidden so deeply within you that you aren't aware of the potential payoff?

Well, the annual readers' survey for the SSTI Weekly Digest presents another one of those opportunities to ignite or rekindle that warm inner glow that made the Grinch's heart grow three sizes that day.

Michael Douglas is the new associate vice chancellor for technology management at the University of Washington. Douglas comes to the position from a St. Louis biotech firm.

SSTI is excited to announce the addition of two new policy analysts to its staff. Rich Healy is an economic geographer formerly with the Columbus-based engineering and architecture firm Burgess & Niple. Heidi Findley served as press secretary to former Ohio Governor Richard Celeste for several years and, prior to that, as assistant deputy director for the Ohio Department of Development's Division of Technological Innovation.

Patrick Tam started this week as the new executive director of SIRTI, the Spokane Intercollegiate Research and Technology Institute. Tam comes to SIRTI from a Seattle-based international technology transfer company.

While Congress debates whether or not it should fund national programs to address the Digital Divide, many communities continue their efforts to ensure all local residents have the technology training and access needed to secure high-quality employment and attain skills through lifelong learning. The City of Seattle, through its Department of Information Technology, may offer one of the more sophisticated and successful models for approaching the issue.

A Note from the Editor

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.
