If there is ever an example of a city-region that can demonstrate the benefits of working as a team to transform its economy through all aspects of tech-based economic development, it would have to be the Oklahoma City area. And fortunately, the vibrant community is based in a state that both understands what is needed for transforming an economy from being natural resource-based to knowledge-driven and is matching talk with real money.

The Oklahoma Center for the Advancement of Science and Technology has announced a trio of new programs. Last month, the OCAST governing board approved a business plan for 2007 that committed $10 million of recently appropriated revenue for high-tech development. OCAST is devoting much of this funding to a new seed capital program, awards for plant science research, and a program to encourage the use of nanotechnology in manufacturing.

Last month, Governor George W. Bush issued an Executive Order that created the Texas Science and Technology Council. The mission of the 21 member board is to "research, develop, and report to the Governor the means available to the State of Texas to become the national leader in science and technology cooperation, development, and research."

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Steve Biggers has been promoted to Deputy Director for the Oklahoma Center for the Advancement of Science & Technology.

The San Antonio Technology Accelerator Initiative (SATAI) announced that James Poage is SATAI's new president and CEO. Poage replaces Randy Goldsmith, who continues as a director.

Upon ruling in favor of a $50 million bonds issue last month, the Oklahoma Supreme Court cleared the way for an endowed chairs program at colleges and universities throughout the state .

Randy Goldsmith resigned his position as president and CEO of the San Antonio Technology Accelerator Initiative (SATAI) Network to become assistant vice president of tech transfer and economic development at the University of Texas at San Antonio. SATAI is currently accepting applications to fill the vacancy (see item below).

Jeff Moseley will replace Jim Kollaer as president and CEO of the Greater Houston Partnership.

The San Antonio Technology Accelerator Initiative (SATAI) Network, a nonprofit organization, is accepting applications from qualified candidates to fill the position of President and CEO. The SATAI Network seeks someone with strong leadership and team-building skills, as well as experience in linking venture capital to venture creation and cultivating an environment and resources for start-up enterprises.

The Texas Legislature recently approved $100 million of the original $300 million requested by Gov. Rick Perry for the Emerging Technologies Fund (ETF). Another $100 million is expected to be available from the state's rainy day fund if revenues exceed forecasts.

States such as Oklahoma must leverage scarce resources if they hope to attract top scientists, stimulate development, and achieve measurable economic impact, says the latest impact report from the Oklahoma Center for the Advancement of Science and Technology (OCAST).

Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

Rick Perry is asking the Texas Legislature to appropriate $300 million for a new program designed to foster emerging technologies, enhance university-industry collaboration, and promote technology commercialization. If approved, the multi-faceted effort would be the most aggressive tech-based economic development initiative in the state's history.

With only two months to go in the 2004 fiscal year for most states, 32 are projecting small surpluses in the end - a sharp contrast to the situation they faced a year ago - according to a new report by the National Conference of State Legislatures (NCSL).

Many minority population groups are historically underrepresented in science, technology, engineering, and math (STEM) fields. This is particularly true of the country's Latino population, one of the fastest growing segments of the U.S workforce. As a result, several state and regional tech-based economic development programs are looking for ways to broaden participation in STEM fields. A recent evaluation of a Texas program finds encouraging results, perhaps suggesting a model for others to replicate.

Gov. Rick Perry announced last month a long-term, strategic job creation plan that will focus state efforts on six industry clusters that economists say will be the engine of future job creation and economic growth in the U.S. Although the state already has an advantage in terms of a growing workforce, the key is retaining workers that are skilled and trained in emerging technology fields, the governor said.

Texas Voters Likely to Decide on Similar Level for Cancer Research

After years of legal challenges to the California Stem Cell Research and Cures Act, the path for funding the $3 billion initiative has been cleared by the California Supreme Court. Texas may soon join the race to fund medical research with its own $3 billion bond issue supporting cancer research.
