If there is ever an example of a city-region that can demonstrate the benefits of working as a team to transform its economy through all aspects of tech-based economic development, it would have to be the Oklahoma City area. And fortunately, the vibrant community is based in a state that both understands what is needed for transforming an economy from being natural resource-based to knowledge-driven and is matching talk with real money.

The Oklahoma Center for the Advancement of Science and Technology has announced a trio of new programs. Last month, the OCAST governing board approved a business plan for 2007 that committed $10 million of recently appropriated revenue for high-tech development. OCAST is devoting much of this funding to a new seed capital program, awards for plant science research, and a program to encourage the use of nanotechnology in manufacturing.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Upon ruling in favor of a $50 million bonds issue last month, the Oklahoma Supreme Court cleared the way for an endowed chairs program at colleges and universities throughout the state .

Recently released U.S. Bureau of Economic Analysis (BEA) data show Nevada outpaced all other states in the percent growth of its real gross state product (GSP) over the period 2000-2004. The western state's real GSP grew from nearly $74.8 billion in 2000 to more than $90 billion in 2004, a 20.8 percent change, based on 2004 estimates.

States such as Oklahoma must leverage scarce resources if they hope to attract top scientists, stimulate development, and achieve measurable economic impact, says the latest impact report from the Oklahoma Center for the Advancement of Science and Technology (OCAST).

Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

Peter Abramo has been named executive director of Cameron University’s Center of Emerging Technologies and Entrepreneurial Studies, effective Aug. 30.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

The Oklahoma Center for the Advancement of Science and Technology has named Sheri Stickley interim executive director, following the resignation of William Sibley.

Oklahoma is one step closer to positioning itself as a leader in sustainable energy production, with the creation of a $40 million Bioenergy Center. The legislature passed SB 510 at the close of the 2007 session last month, establishing the Oklahoma Bioenergy Center announced by Gov. Brad Henry during his State-of-the-State Address earlier this year (see the Feb.

Oklahoma's Higher Education Day, when students and faculty are given the chance to discuss their concerns with the state legislature, recently provided a golden opportunity of sorts for Gov. Brad Henry. Held March 9 at the State House, the event enabled the governor to advocate support for a bond issue that would fund endowed chairs at Oklahoma's colleges and universities.

Kay Wade is the new president of the Oklahoma Professional Economic Development Council. Ms. Wade retains her position as director of the Center for Business Development at the Meridian Technology Center.
