A new economic development council formed in South Carolina has been charged with two objectives: help reshape the state’s economy and raise its per-capita income. Members of the South Carolina Council on Competitiveness, a group of business, academia, government and economic development leaders, were announced earlier this month.

Headquartered in Columbia, S.C., the Women's Business Center will focus on serving only manufacturing facilities in 2003 but will add services to other types of businesses in 2004.

The Oregon Council on Knowledge and Economic Development (OCKED) is set to present its official report to the governor and the 2003 State Legislature. The Oregon Legislature overwhelmingly passed S.B. 853 last week, creating venture development funds to facilitate technology commercialization for students and faculty at the state's seven public universities.
Oregon Governor Signs Bill to Create Innovation Council
Gov. Ted Kulongoski last month signed Senate Bill 838, creating the Oregon Innovation Council to provide him and the legislature with advice regarding business innovation in order to strengthen competitiveness in global markets. The council will include representatives from industry, education and government.

South Carolina Program Strives to Make Start-ups Successful
Marketing tech-based economic development (TBED) programs can be challenging, particularly with the diverse nature of its target audiences of entrepreneurs, existing companies, financial sources, university researchers and, oftentimes, legislators. Sometimes, even the name of the program can cause misconceptions, particularly when a new initiative is outside the traditional services or roles offered by the TBED organization. A recent example of this comes from South Carolina.
