Election Preview: Voters to Decide on Statewide TBED Issues
While the Presidential election takes center stage on November 4, voters in several states also will cast their votes on statewide ballot issues affecting the TBED community. In addition to the 11 gubernatorial races and more than 5,800 state legislative seats up for grabs, voters across the nation will consider measures to provide funding for public education, expand investment in alternative and renewable energy, lift restrictions on stem-cell research, and eliminate income tax and state spending caps.

The compact was the culmination of McAuliffe’s Meet the Threat: States Confront the Cyber Challenge. In addition to the compact, new cybersecurity-focused economic development efforts have been launched in several states including Delaware, Kentucky, and Wyoming. One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.
WY Lawmakers Approve Funding for Energy Research
Lawmakers approved last week the 2010-11 biennial budget, dedicating more than $76 million for energy research projects funded by the state's share of federal Abandoned Mine Land (AML) funds. The University of Wyoming School of Energy Resources will receive $45 million for development of a subcommerical scale CO2 sequestration research demonstration project, $14 million for clean coal technology research, and $17.4 million for operation of the school. Three bills regulating the wind energy industry also were signed into law by Gov. Dave Freudenthal last week.

Governors Prioritize Funding Toward High-Tech Facilities
Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Similar announcements were made earlier this year in Florida, Georgia, Rhode Island and Wyoming.

The United Kingdom (UK) recently announced that it will petition the European Commission, the European Union’s executive body, for permission to increase the size of tax relief for social investments that address significant social issues. In the U.S., Georgetown University and Portland State University recently announced new initiatives to promote innovation that will address social issues. These universities join a growing number of institutions of higher education that are working to grow domestic social innovation, train a generation of social entrepreneurship and spur social impact investing.

University of Wyoming Secures Public-Private Funding to Advance Energy Research
With buy-in from the state and private industry, the University of Wyoming (UW) School of Energy Resources will move forward with plans to build a major new energy and engineering research complex. The recently enacted 2014-16 biennial budget also includes $8 million in support of UW’s efforts to gain “Tier 1” status for the engineering school, matching funds to establish endowed chairs, and $15 million for a test center to study carbon sequestration.
NIST MEP Awards MTAC pilots in CA, GA, OR, TX, WI
The National Institute for Standards and Technology (NIST) Manufacturing Extension Partnership (MEP) program recently awarded $2.5 million for five pilot projects to improve small U.S. manufacturers' supply chain competitiveness and foster their readiness to adopt advanced technologies. The projects will be led by MEP centers and bring together teams of experts in specific technology areas. MEP centers in California, Georgia, Oregon, Texas and Wisconsin each will receive approximately $500,000 for the pilot efforts, which, in most cases, involve partners in other states.

Investments and policy to support innovation-focused agendas have flourished with the close of the 2014 legislative sessions in several states. Crowdfunding legislation, incentives for attracting talent, higher education affordability, punishing patent trolls, and encouraging greater accountability are some of the areas where lawmakers focused their efforts.
Oregon Reigns as Most ICT-Focused State Economy, According to Report
Oregon derived about 28 percent of its GDP from information and communication technology (ICT) industries in 2012, according to a new report from the Technology CEO Council, based on Moody’s Analytics data. The report highlights the importance of ICT exports to each state economy. ICT hardware, software and services were the largest U.S. export sector in 2012, generating $272 billion for the U.S. economy.

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.

Some states made significant investments in facilities and R&D to grow cancer research capabilities, while others looked to universities to establish new avenues for discovery or attract star researchers. In Washington, the life sciences community banded together to save a nine year-old grant fund that invests in R&D and helps the state remain competitive.

The executive council of ENDOW, an economic development initiative started by Wyoming governor Matt Mead, has announced its preliminary recommendations to diversify and grow the state’s economy, including statewide programs to support tech-based economic development that total more than $36 million.

Notable among the recommendations are $6 million for a proposed Wyoming Research and Innovation Fund that provides matching funds as a way to leverage federal R&D opportunities and $5 million to develop a new organization called Startup:Wyoming, which would administer the Fund and provide support to entrepreneurs throughout the state.
Oregon lets R&D tax credit expire – will others follow?
At least three dozen states offer reductions in tax obligations to companies for some portion of the costs of the businesses conducting research and development within their particular state. During the 2017 session, one fewer could be included among the ranks. With little documented opposition, the Oregon legislature decided to get out of the R&D tax credit business altogether (p. 41, source). Why? While Alaska and Wyoming continue to recover from budget shortfalls exacerbated by their dependence on the energy industry, Colorado and Florida both include initiatives to increase funding to higher education and Mississippi looks to join those state offering free tuition with a proposal for free community college through the creation of a Mississippi Works Scholars Program.
Manufacturing technology central to expanded Oregon innovation budget
State spending for the Oregon innovation economy during the 2017-2019 biennium in the Oregon Business Development Department received a sharp increase, thanks in part to nearly $14 million of funding for the new Oregon Manufacturing Innovation Center (OMIC).

Effective Model for Commercialization Spreads to WY
A network of more than 1,500 expert advisors is among the distinctive features that makes the Innovation Center of the Rockies' (ICR) low-cost, effective model for commercializing research appealing to universities across the country. This week, ICR announced they have entered into an agreement with the University of Wyoming to bring more faculty inventions to market based on their successful model. ICR works closely with tech transfer offices in Colorado, and now in Wyoming, to understand and develop viable pathways for university-based inventions.
