Seattle 2003 Sold Out. Register Early to Ensure a Seat in Philadelphia

We heard from some of you last year about your disappointment and disbelief that you couldn't attend our annual conference in Seattle because it was sold out. It happens with SSTI conferences because our first concern is the quality of the event for our participants.

Gov. Mike Rounds announced last week the creation of four new specialized research centers at the state's public universities. The $2.8 million in awards mark South Dakota's first foray into using university-based research investments as a tool to grow the state's economy, the governor said.

The four 2010 Research Centers are:

Frank Horrigan is leaving Innovation Works in Pittsburgh to become director of the Governors Action Team SW Regional Office.

Pete Tartline has resigned his position as president and CEO of the Technology Council of Central Pennsylvania.

Tina Van Camp has been named the director of the South Dakota Governor's Office of Economic Development.

Financial success for any start-up tech firm more often depends on adequate financing and proper management than the specific technology, experts say. Two tech-based economic development organizations in Pittsburgh have formed a new alliance to offer entrepreneurial life science firms with an eye toward greater sustainability and profitability.

A study released last week by the Economic Development Administration (EDA) and Carnegie Mellon University's Center for Economic Development finds that, within a region, universities are best able to affect the growth of young, emerging clusters. The study, Universities and the Development of Industry Clusters, concludes a "university must have a large base of research and development in order to significantly impact a cluster..."

Kelly Lewis, a state legislator in Pennyslvania, will be the new president and CEO of the Technology Council of Central Pennsylvania, beginning Jan. 1.

Gov. Mike Rounds announced Steve Zellmer will replace Dave Snyder, who resigned his position as board member for the South Dakota Science and Technology Authority. Zellmer previously served as Commissioner, Bureau of Finance and Management and Secretary of Revenue in Pierre.

Mark Benedetto, president of the University of Sioux Falls, has been elected chairman of the Sioux Falls Area Chamber of Commerce.

The South Dakota School of Mines and Technology has named Dr. Gautam Pillay to the new position of vice president for research. Pillay was executive director of the Inland Northwest Research Alliance.

During the states' fiscal crisis, a number of TBED programs were eliminated, while others survived. SSTI staff spent a fair amount of time analyzing what the survivors had in common, and we boiled the results down to three items that successful TBED programs have in common. While it may seem simplistic, the three commonalities are:

Ben Franklin Technology Partners of Southeastern Pennsylvania (BFTP), a nonprofit economic development organization based in Philadelphia, seeks someone to serve as director of its investment and entrepreneurial services. Established in 1982, BFTP exists to stimulate economic growth through innovation, entrepreneurship and the development and adoption of new technologies.

A two-year grant from the Pennsylvania Dept. of Community and Economic Development enabled Lehigh University to announce last week the appointments of Glenn Doell and Graham Mitchell to serve respectively as director of the office of technology transfer and director of the entrepreneurship program.

Travel and training dollars are limited for most tech-based economic development programs. For many states, these are the first budget items frozen in a cutback. As a result, you need to get the most bang for each dollar spent on professional development for each staff member.

Few of us would consider one piece of a jigsaw puzzle to be sufficient for comprehending the whole picture. Similarly, a state or regional strategy to develop a knowledge-based economy is not complete with just one element of a complete portfolio to nurture science, technology and entrepreneurship.

Pennsylvania Gov. Ed Rendell is set to release his fiscal year 2006-07 budget request later this week, which is expected to significantly redesign the state's investment in biotechnology and life science research, according to materials released by the governor's office.

John Calvin, Secretary of the South Dakota Department of Tourism and State Development, has announced his resignation effective Dec. 15.

In 2010, the end of Gov. Mike Round's second term – should South Dakota voters choose to grant him one – residents of the state will have several precise ways to measure whether or not he delivered on his economic development goals. Gov. Round's 2010 Initiative, released Oct. 15 at Mount Rushmore, is built on a few, very specific and quantifiable goals in tourism revenues, entrepreneurship, and R&D. They include:
