On September 14th from 9:00 A.M.-12:00 P.M., SSTI is co-hosting a regional meeting with officials from the Technology Innovation Program (TIP) and the Manufacturing Extension Partnership (MEP) that we encourage you or one of your colleagues to attend. TIP and MEP are two of the most market-driven programs offered by the federal government. The meeting will give you a chance to learn directly from officials with the two programs about:

SSTI's popular plenary format with instant audience polling allows you to take part in the most pressing issues facing the TBED community by providing input, asking questions, and contributing data from your state or region. Through a request for information on commercializing university technology and a series of regional meetings, Obama administration officials have been seeking input on what universities' economic development roles have been, haven't been, should be, and what the federal government should do about it.

A research consortium led by Pennsylvania State University will receive up to $122 million over the next five years to develop an Energy Innovation Hub focused on developing technologies for making buildings more energy efficient. The team will pursue a research, development and demonstration program targeting technologies for single buildings and district-wide systems, according to a news release. This is the third innovation hub announced by DOE this year to receive FY10 funding.

Regular readers of the Digest know that over the last year, SBA has launched a set of new programs and initiatives, including support for cluster development, changes to the SBIC application process, the revival of the FAST program, and a request for information on mentoring and entrepreneurship education for high-growth companies.

Pressure on state budgets is at a historic high, and, ultimately, it's going to be state legislators that will make the decisions on how limited resources are allocated. The Road Ahead: The View from Legislators will provide you the opportunity to get a candid assessment from two legislators on what is needed to build support for tech-based economic development in this tough environment and what they see as the road ahead.

Everyday more organizations are realizing the potential of mentoring programs to help assist high-tech entrepreneurs and to build stronger tech industries. In recognition of this growing trend, SSTI will feature two sessions on entrepreneurial mentoring at this year's Annual Conference. The first, Sustaining Entrepreneur-in-Residence & Mentoring Programs, will examine how these programs recruit, retain and support experieinced mentors.

This afternoon, Pennsylvania Gov. Edward Rendell signed a $650 million package of tax incentives, loans and grants to spur the development and use of clean energy technologies within the state. The governor believes that the bill will help the state leverage as much as $3.5 billion in private investment and help the state build a stronger clean energy industry. Several bills from the 2008 legislative session were signed into law by Gov. Ed Rendell during the past two weeks, including the fiscal year 2008-09 budget, providing enhancements to K-12 programs encouraging science, technology, engineering and mathematics (STEM) and a measure to significantly expand the Keystone Opportunity Zone (KOZ) tax incentive program.
 

The Obama administration announced winners of the Advanced Manufacturing Jobs and Innovation Accelerator Challenge on Tuesday. The challenge — publicized earlier this year — is one of the key initiatives of the interagency Taskforce for the Advancement of Regional Innovation Clusters and is sponsored by a partnership between the U.S. Department of Commerce, the National Institute of Standards and Technology, the Departments of Energy and Labor, and the Small Business Administration.

Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

Last week the White House hosted a Google Hangout on the American Maker Movement and highlighted some dynamic programs that are turning the Maker Movement into a legitimate economic development tool for regions across the country.

John Sider has accepted a position with Pennsylvania State Senator Vincent Hughes and the PA Senate Democratic Caucus to work on economic development policy and projects, effective April 1. Currently, Sider is the managing director of statewide initiatives at Ben Franklin Technology Partners.

Vic Nole has joined the Buffalo Niagara Medical Campus, Inc. as director of business development and entrepreneurial activity.

Richard Bendis has been named the first president and CEO of BioHealth Innovation, Inc. a regional private-public partnership focusing on commercializing market-relevant biohealth innovations and increasing access to early stage funding in Central Maryland.

Two common themes emerged in a trio of reports aimed at growing the bioscience sectors in Indiana, New York and Pennsylvania: the need for a sustained financial commitment from the states and the importance of a shared vision and better communication between policymakers and industry leaders. In all three reports, the authors say the payoff is big for the states. The bioscience and life science industries support high-wage jobs and attract significant federal funds.

In an effort to help spur economic prosperity, several universities recently have unveiled new initiatives to connect potential entrepreneurs with university resources and help integrate the entrepreneurs into their region’s innovation ecosystem. The Blackstone Charitable Foundation also announced it will expand LaunchPad, a university-led entrepreneurship program, to a partnership that includes three universities in Southern California.

Penn State University is seeking an entrepreneurial leader for its Office of Economic and Workforce Development. This office serves to advance the economic well-being of Pennsylvania, ultimately by helping to create and retain jobs and enhance the skills of the workforce in the Commonwealth. The director of economic and workforce development reports to the vice president for outreach at Penn State's campus in University Park, Pa. A master’s degree or equivalent knowledge and at least seven years of related experience are required.

Hoping to combat and reverse job losses in the manufacturing sector, Pennsylvania Gov. Edward Rendell outlined his blueprint for recovery last month, entitled "Manufacturing Innovation."
