Promoting the policies and harnessing the habits that will make innovation central to a Southern way of life requires a fundamental shift in the approach to knowledge itself, says the latest report by the Southern Growth Policies Board.



The report, Innovation with a Southern Accent: The 2006 Report on the Future of the South, offers recommendations for 13 states and Puerto Rico to transition the region into a more knowledgeable, innovative and prosperous South.

To improve the way students learn and teachers teach in the areas of science and mathematics, Rhode Island Gov. Donald Carcieri's Blue Ribbon Panel on Mathematics and Science Education recommends 12 specific strategies in four key areas including governance and culture; teacher recruitment; teacher quality; and learning opportunities for students.

While many states are striving to increase broadband availability (see the Kentucky story above, for example), a Providence-based nonprofit released a study this month promoting the feasibility of making Rhode Island the first entirely networked state for broadband wireless.

Gov. Donald Carcieri last month announced two new initiatives targeting Rhode Island's science and technology (S&T) and manufacturing industries. On April 12, Gov. Carcieri signed an Executive Order creating the Science & Technology Advisory Council.

In an economy driven increasingly by computer literacy and connectivity, leading the nation in the percentage of households not connected to the Internet is a distinction many in the South are working to eliminate. One South, Digitally Divided, the second annual TelecomSouth conference of the Southern Technology Council (STC), and its accompanying report Creating the CyberSouth are efforts in that direction.

This past summer, researchers at Brown University conducted the first nationwide content analysis of state and federal government Web sites. The study, Assessing E-Government: The Internet, Democracy, and Service Delivery by State and Federal Governments, focused on features available on-line, the level of variation across the country and between state and national governmental sites, and how those sites respond to citizen requests for information.

Like many low-population states that cannot benefit from tax revenues from oil and gas exploitation such as Wyoming and Alaska, Rhode Island must leverage its existing university and industry research capabilities more fully and encourage more private investment activity, according to the five initial recommendations of the Rhode Island Science & Technology Advisory Council (STAC).

Southern states may have a justifiable reason to be proud of their progress in technology and innovation, but their leaders should be concerned with the lack of investment in venture capital and industrial research and development (R&D), suggests a report released last month by Southern Growth Policies Board and the Southern Technology Council (STC).

Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Awards are presented annually to one organization in each of Southern Growth’s member states ­ Alabama, Arkansas, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

Addressing a joint session of Rhode Island's General Assembly, Gov. Don Carcieri unveiled last week a fiscal year 2005 budget that includes funding for several technology-based economic development (TBED) initiatives.

Each year, Southern Growth Policies Board honors Southern initiatives that are improving economic opportunities and quality of life in the region. The 2010 Innovator Awards will be chosen from creative initiatives in the region that aim to help communities recover from the recession. Innovator Awards are presented annually to one organization in each of Southern Growth's 13 member states, and winners are recognized at Southern Growth's Annual Conference. The deadline for nominations is Nov 6.

Gov. Donald Carcieri signed legislation last week expanding the Rhode Island Economic Development Corporation (EDC) board and allowing the state to offer the incoming EDC director a three-year contract that extends past the governor’s term, which ends next January. The changes are expected to boost the agency’s effectiveness and attract better candidates for the state’s top economic development position.
