The State of Rhode Island has selected two Research Centers of Excellence designed to expand research initiatives and encourage investment and job opportunities. The Rhode Island Center for Cellular Medicine and the Ocean Technology Center are the state's first technology centers.

Rhode Island Gov. Donald Carcieri promoted Saul Kaplan to serve as the new director of the Rhode Island Economic Development Corp. Kaplan replaces three-year veteran Michael McMahon, who left to launch a new equity firm.

Marty Grueber has left the Rhode Island Economic Policy Council (RIEPC) to join Battelle Memorial Institute and the Environmental Technology Commercialization Center. Beth Ashman Collins has been named director of research at RIEPC.

South Dakota Gov. Mike Rounds selected Richard Benda as the new Secretary for the Department of Tourism and State Development.

The South Dakota Biotech Industry Association, a new resource for biotech companies in the state, has formed.

Massachusetts Gov. Deval Patrick's secretary of Housing and Economic Development, Daniel O'Connell, resigned for personal reasons and was replaced by Greg Bialecki, an undersecretary who has been responsible for business development

W. Steven Burke is the new president of Biofuels Center of North Carolina.

Over the past few months, several states have enacted spending plans for the upcoming fiscal year and passed legislation to support renewable energy initiatives and tax credits for R&D. While some TBED programs will face dramatic cuts in FY10, others are slated for slight decreases or will receive level funding. Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.

Building on a previous statewide initiative to boost technology entrepreneurship, a group of Rhode Island organizations have combined resources to launch a new effort called the Founders League. The idea is to assemble a treasure trove of support from universities, a mentorship-driven accelerator, and the Chamber of Commerce to provide resources and connections for established and aspiring entrepreneurs.

While election night's main focus was on the presidential race, the importance of ballot measures for states and metros is growing as public services and budgets are being severely trimmed. A recent article in The New Republic reports on a new trend where states are embracing ballot measures as a potential source of dedicated funds for targeted investments in regional economic growth and development.

Rhode Island has released its 2012 Benchmarking the Rhode Island Knowledge Economy, a follow-up to the inaugural report published last year. Produced by the Greater Providence Chamber of Commerce and Rhode Island Science & Technology Advisory Council, Benchmarking is a comprehensive report of the state's innovation capacity and a method of measuring over time Rhode Island's innovation economy in comparison to the region and the country.
