Eliminating all state taxes on long-term capital gains and providing incentives to encourage biotech start-ups and investment are among the recommendations advanced in The Competitive Edge: Rethinking Rhode Island Tax Policy for Success in the New Economy, the first report from the Tax Competitiveness Committee of the Rhode Island Economic Policy Council (RIEPC).

Rob Atkinson, the executive director of the Rhode Island Economic Policy Council, has announced his resignation. He has accepted a position with the Progressive Policy Institute, leading a new initiative on science and technology. As a result of his departure, the Council is seeking an executive director.

On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

On Tuesday, WorldCom and Brown University announced grants for 20 programs in 19 states to link public schools or community organizations with local colleges or universities to develop educational technology projects for youth in underserved areas. The grants were awarded through Making a Civic Investment, a $5-million, five-year program funded by WorldCom and administered by Campus Compact, a national coalition of nearly 700 college and university presidents based at Brown. 

Last Friday, Governor Tommy Thompson signed into law Senate Bill 429, establishing the Wisconsin Technology and Entrepreneurs Council (WITEC).

In his recent State of the State address, Wisconsin Governor Tommy Thompson called for the establishment of a new High Tech Corporation to assist in the development of companies for the New Economy. Toward that end, a bill has been introduced in both houses of the Wisconsin Legislature to establish the corporation.

On July 16, both houses of Wisconsin’s state Legislature passed a state budget including numerous incentives for technological development. The budget covers state spending for a two-year period that began July 1. Gov. The Council's vision is to make Texas the nation's leader in science and technology in the 21st century. The plan's premise is that technology is the economic force driving much of the state's current wealth and job creation. The report develops a series of recommendations with the intent of developing the research capacity and human resources Texas will need to ensure economic prosperity in the next century.
