To fulfill a goal within the state's 2010 Initiative of becoming a recognized leader in research and technology development, the South Dakota Department of Tourism and State Development will operate an Office of Commercialization under the direction of Mel Ustad, current Interim Vice President for Research at the University of South Dakota.

Jafar Karim is the new director of the Governor's Office of Economic Development in South Dakota.

Sherry Farwell has been named as the new head of the National Science Foundation's Experimental Program to Stimulate Competitive Research (EPSCoR). Dr. Farwell currently serves as dean of graduate education and research at the South Dakota School of Mines and Technology.

In an economy driven increasingly by computer literacy and connectivity, leading the nation in the percentage of households not connected to the Internet is a distinction many in the South are working to eliminate. One South, Digitally Divided, the second annual TelecomSouth conference of the Southern Technology Council (STC), and its accompanying report Creating the CyberSouth are efforts in that direction.

Tina Van Camp has been named the director of the South Dakota Governor's Office of Economic Development.

With the recent passage of much economic development legislation in South Dakota, Gov. Mike Rounds' 2010 Initiative would seem to be moving along as planned. The 2010 Initiative, an economic stimulus plan introduced last fall, outlines a series of goals for growth in South Dakota by the year 2010 (see the Oct. 31, 2003, issue of the Digest).

Southern states may have a justifiable reason to be proud of their progress in technology and innovation, but their leaders should be concerned with the lack of investment in venture capital and industrial research and development (R&D), suggests a report released last month by Southern Growth Policies Board and the Southern Technology Council (STC).

Gov. Mike Rounds announced last week the creation of four new specialized research centers at the state's public universities. The $2.8 million in awards mark South Dakota's first foray into using university-based research investments as a tool to grow the state's economy, the governor said.

The four 2010 Research Centers are:

West Virginia University’s plan to develop strong research capabilities in a number of focused areas, creating hundreds of new jobs, may be completed in half the time originally anticipated. Gov. Bob Wise announced last week a $24.4 million funding package to jump-start the implementation of new research facilities and laboratories on the WVU campus.

Gov. Mike Rounds announced Steve Zellmer will replace Dave Snyder, who resigned his position as board member for the South Dakota Science and Technology Authority. Zellmer previously served as Commissioner, Bureau of Finance and Management and Secretary of Revenue in Pierre.

Implementation of the Global Grid Exchange, a state-sponsored open public computing grid in West Virginia, is underway. Hewlett Packard will provide the infrastructure technology that will power the grid, an initiative of the West Virginia High Technology Consortium (WVHTC) Foundation.

Mark Benedetto, president of the University of Sioux Falls, has been elected chairman of the Sioux Falls Area Chamber of Commerce.

The South Dakota School of Mines and Technology has named Dr. Gautam Pillay to the new position of vice president for research. Pillay was executive director of the Inland Northwest Research Alliance.

Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Awards are presented annually to one organization in each of Southern Growth’s member states ­ Alabama, Arkansas, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.

The Kenan Institute for Engineering, Technology & Science is providing the Southern Technology Council (STC) $150,000 in matching funds over three years to help Southern states increase innovation-driven economic development. A major element of the initiative is annual benchmarking of each state's progress in agreed-upon categories, including: industrial composition, entrepreneurial development, globalization, and human resources.

Wheeling Jesuit University invites applications for the position of Chair of the Department of Business and Technology. Among the Chair's responsibilities are recruiting and retaining faculty, overseeing curriculum and budget, developing and maintaining strong ties to the business and governmental community of the Wheeling area, and articulating a vision which leads to widespread recognition of the Depart-ment as offering a premier education program. Applications will be accepted until May 10, 1999.

West Virginia University is seeking candidates to fill the newly created, high-profile position of Economic Development Director and Senior Advisor to the WVU leadership. He/she will be the primary WVU spokesperson for economic development with the mission to maximize the impact of WVU on West Virginia's economy. Review of applications will begin January 15, 1999. The Wheeling Jesuit University is seeking candidates for a combined faculty/administrative position in Entre-preneurship and Technology Management and Chair of the Department of Business and Technology. Duties include teaching, advising student, seeking grants, coordinating a new undergraduate major in Entre-preneurship and Technology Management, and arranging for student internships and faculty consulting opportunities in the entrepreneurship and technology management areas.
