In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.

The Vermont Economic Progress Council has named Fred Kenney as Executive Director. VEPC is the nine-member panel established in 1994 with members appointed by the Governor to provide long-term economic policy planning. In 1998 it was given the responsibility of implementing the Economic Advancement Tax Incentives Act and reviewing applications for tax incentives.

Dr. Paul Hale has been named the Executive Director of the Vermont Technology Council. Among other tasks, Dr. Hale is working on the state’s EPSCoT award in cooperation with the Vermont EPSCoR Program.

While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. South Carolina's three major research universities were awarded a total of $30 million this week to establish the state's first six centers of excellence, according to The State, a Columbia, S.C.-based newspaper.

Capital for start-up and early-stage business ventures should become more plentiful in Vermont based on legislation, S. 178, passed in late May. A spokesperson for Governor Jim Douglas appraised the act's total impact as representing a $105 million investment into the state's economy.

Vermont’s high-tech businesses now can take advantage of new tax credits with Governor Howard Dean, M.D.’s signature on H. 239. The bill creates a set of five incentives for high-tech businesses in industries including computer hardware or software, information and communications, microelectronics, semiconductors, digital communications, medical devices, energy technologies and electric vehicles.

The South Carolina Women's Business Center has opened its doors and already has 30 customers, the South Carolina Manufacturing Extension Partnership (SCMEP) recently announced. Headquartered in Columbia, S.C., the Women's Business Center will focus on serving only manufacturing facilities in 2003 but will add services to other types of businesses in 2004.

South Dakota Governor Mike Rounds announced Friday that John Calvin has been named Secretary for the Department of Tourism and State Development. The newly formed department combines the Governor’s Office of Economic Development, Department of Tourism, Office of Tribal Relations, Division of Cultural Affairs, and the South Dakota Housing Development Authority.

Jason Williamson is leaving his position as vice president of community development for the South Carolina Technology Alliance to become a founding partner in a new start-up tech firm.
