With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.

 

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

Ken Olsen will become the new executive director of the Palouse Economic Development Council in Washington State.

Many of Washington's programs aimed at enhancing the skills of educators in science, technology, education, and mathematics (STEM) fields will continue to receive state support in the coming biennium under Gov. Christine Gregoire's budget proposal - while other TBED initiatives did not fare as well.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

Texas leaders have fully embraced the importance that strongly supported top-tier research universities can serve for attracting and retaining high-wage technology companies and as drivers for future economic growth. With Tuesday’s passage of Proposition 4 by a solid 56.7 percent majority, it is evident the voting population of the Lone Star State gets it as well.

Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

Seven emerging research universities in Texas would receive funding and incentives to help advance their status to nationally-recognized tier one schools following passage of HB 51, awaiting Gov. Rick Perry's signature.

Karl Fooks, a past managing director for J.P. Morgan & Co. in Asia, is the new president of the Hawaii Strategic Development Corporation. Fooks replaces John Chock who retired last year.

One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.

Not all of the news coming out of governors' offices is bad for TBED strategies. For example, just in the past week, governors in Missouri, Ohio and Texas proposed increases in state investments for job creation in emerging fields, higher education scholarships, and technology commercialization and research programs. The following overview provides highlights of their recommendations for TBED proposals in the upcoming fiscal year or biennium.

The University of Texas System Board of Regents recently approved $15 million in funding for three programs that will support innovation and extraordinary effort among its faculty. Two of these programs will make awards for teaching excellence, one for faculty at the University of Texas at Austin (UT Austin) and the other for teaching at the system's other eight universities.

Texas Gov. Rick Perry unveiled his budget proposal for fiscal year 2008-09 with an additional $300 million to recapitalize the state’s Emerging Technology Fund (ETF). The program provides loans and grants to commercialization projects with ties to state universities, and to create research centers in key technology areas. The funding would represent a significant expansion of the program, which received $200 million when it was established in 2005 and no new funding in 2006.

 

President Bush announced he will nominate Assistant Secretary of Commerce Sandy Baruah to serve as the administrator of the Small Business Administration.

The Rensselaer County Regional Chamber of Commerce has created the Economic Development Partnership to help businesses relocate to or expand in the county.

Steve Bazinet has been hired as executive director of the Maine Center for Enterprise Development.

Rahindra Bose is Ohio University's new vice president for research and creative activity and dean of the graduate college.

Texas Gov. Rick Perry's Competitiveness Council has released its recommendations following a year-long study of the state challenges in the global economy. The study found that Texas lacks the institutional organization to execute transformational economic programs and will require greater collaboration between state agencies to remain competitive in high-tech industries.

According to National Science Foundation (NSF) data released two weeks ago, companies spent in aggregate $247.7 billion on R&D expenditures performed in the U.S. in 2006. Leading the nation was California, with $58.4 billion in industrial R&D, followed by Michigan ($16.5 billion), Massachusetts ($15.6 billion), New Jersey ($14.6 billion), and Texas ($13.3 billion).
 

John Hindman announced his resignation as secretary of the Kentucky Cabinet for Economic Development.

Governor Rick Perry recently announced Alan Kirchhoff of Austin has been promoted to director of Texas Emerging Technology Fund (TETF). Kirchhoff replaces longtime Perry advisor and former TETF director Mark Ellison, who left the Governor's Office to become associate vice chancellor of economic development for the Texas A&M University System beginning Oct. 1, 2008.

Two weeks ago, Idaho Gov. C.L. “Butch” Otter vetoed legislation to repeal state R&D income tax credits for Idaho companies. Among his reasons for the veto, Gov. Otter claimed removing the credits would put Idaho at a competitive disadvantage because surrounding states over similar incentives. Was he right?
