The City of Spokane and a group of local organizations have penned a strategic plan designed to help the city and the Inland Northwest achieve an Innovation Economy.

Until now, the opportunities have been fairly limited for tech-based economic developers to learn from the lessons of fellow practitioners running successful entrepreneurship programs.

We recognize that SSTI's annual conference quickly has become the premier professional development event annually for the tech-based economic development field. A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Janice St. Onge has resigned from the Vermont Department of Economic Development to pursue career opportunities at the University of Vermont. St. Onge, whose resignation is effective Jan. 30, served for four years as the state's technology business development director.

Building on the his first economic plan, Vermont Governor James Douglas has announced a second set of proposals to retain and create jobs in the state. The Washington Technology Center (WTC) has created a new program that will make obtaining access to early-stage seed capital easier for companies outside the Puget Sound. WTC is Washington's statewide science and technology organization.

Capital for start-up and early-stage business ventures should become more plentiful in Vermont based on legislation, S. 178, passed in late May. A spokesperson for Governor Jim Douglas appraised the act's total impact as representing a $105 million investment into the state's economy.

Certified economic development professionals have an extra reason to attend Building Tech-based Economies: From Policy to Practice, the nation's premier educational and networking experience for the TBED community. The 2003 SSTI Annual Conference will be recognized by the International Economic Development Council (IEDC) as a professional development event that counts toward the recertification of Certified Economic Developers (CEcD).

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.

The past week has marked the beginning of two public initiatives in Washington State to increase the availability of financing for technology firms.

Washington State still ranks first nationally in the creation of new companies, according to the third annual Index of Innovation and Technology released by the Washington Technology Center (WTC), a state-funded organization that fosters technology employment growth. The Index also shows the number of patents earned by Washington inventors increased by 11 percent from 2000 to 2001.

Patrick Jones, executive director of the Biotechnology Association of the Spokane Region, has been named executive director of Eastern Washington University's new Institute for Public Policy and Economic Analysis.

Two Department of Energy national laboratories and two land-grant universities announced on July 17 that they will work together to form a new research institute for the production of energy and industrial products from biomass resources. The new Northwest Bioproducts Research Institute will combine the talents of DOE's Pacific Northwest National Laboratory, DOE's Idaho National Engineering and Environmental Laboratory, Washington State University, and the University of Idaho.

Vermont’s high-tech businesses now can take advantage of new tax credits with Governor Howard Dean, M.D.’s signature on H. 239. The bill creates a set of five incentives for high-tech businesses in industries including computer hardware or software, information and communications, microelectronics, semiconductors, digital communications, medical devices, energy technologies and electric vehicles.

Michael Douglas is the new associate vice chancellor for technology management at the University of Washington. Douglas comes to the position from a St. Louis biotech firm.

Patrick Tam started this week as the new executive director of SIRTI, the Spokane Intercollegiate Research and Technology Institute. Tam comes to SIRTI from a Seattle-based international technology transfer company.

A regional partnership of economic development organizations, led by the Department of Energy's Pacific Northwest National Laboratory (PNNL), announced the launch of the Northwest Technology Investor Network last week. The network is an online forum that links investors and entrepreneurs in the high-tech sector.

The Washington Technology Center (WTC), based in Seattle, WA, is searching for a person to fill the newly created position of Manager of Statewide Programs. This person will design and develop a statewide network of programs, services and connections to serve companies and entrepreneurs across Washington State.
