State universities and research programs depend on public support to develop and commercialize new technologies, but the actual science involved in these discoveries can seem intimidating and arcane to the layman. How then should a state go about engaging the public in scientific research?

 

In his inaugural address last week, Vermont Gov. Jim Douglas announced a four-part plan to bolster research and high-tech economic development. The governor’s Vermont Way Forward strategy would promote high-tech business, particularly in the state’s emerging environmental engineering industry. In addition, the strategy includes a plan to make Vermont what the governor says would be the country’s first “e-state,” one in which universal access to broadband and wireless technology are available anywhere within the state’s borders.

This past fall, Vermont released what may be the nation's first statewide effort to lay out an economic development strategy based on the creative economy theories advanced most prominently by George Mason professor Richard Florida.

The city of Montpelier, Vt., will soon join the ranks of other high-tech cities as it prepares to implement its first Wi-Fi “hotzone” in the central downtown area. With support from Senator Patrick Leahy (D-Vt), city officials and local businesses, the Vermont Broadband Council recently launched MontpelierNet, a high-speed Internet network that will bring wireless broadband Internet access to the city.

Robin Siss, Vermont's first commissioner for the Department of Information and Innovation, has announced her resignation. Siss began the position in August. Denise Fehr will serve as acting commissioner.

West Virginia University’s plan to develop strong research capabilities in a number of focused areas, creating hundreds of new jobs, may be completed in half the time originally anticipated. Gov. Bob Wise announced last week a $24.4 million funding package to jump-start the implementation of new research facilities and laboratories on the WVU campus.

Implementation of the Global Grid Exchange, a state-sponsored open public computing grid in West Virginia, is underway. Hewlett Packard will provide the infrastructure technology that will power the grid, an initiative of the West Virginia High Technology Consortium (WVHTC) Foundation.

In its second attempt to distribute $225 million across the state to local economic development projects, after a lawsuit successfully challenged the initial selection process, the West Virginia Development office is poised to award nearly $47.5 million to directly benefit several technology-specific initiatives.

The launch of a targeted small business development program designed to foster the success of new high growth, high-tech firms in Vermont was announced last month at a press conference by Sen. Patrick Leahy, Gov. James Douglas and University of Vermont (UVM) President Daniel Fogel.

The jury's still out on the appropriate role or effectiveness of most tax credits to encourage tech-based economic development (TBED), but most politicians and economic development practitioners believe their state is at a competitive disadvantage without at least a few breaks.

The University of Vermont announced that Janice St. Onge has joined the Vermont Business Center as the director of business education.

Janice St. Onge has resigned from the Vermont Department of Economic Development to pursue career opportunities at the University of Vermont. St. Onge, whose resignation is effective Jan. 30, served for four years as the state's technology business development director.

A new energy initiative in West Virginia, Energy Village, aims to help grow the state's small and start-up energy and environmental technology businesses. Gov. Bob Wise announced $125,000 in funding for the initiative on Monday.

Building on the his first economic plan, Vermont Governor James Douglas has announced a second set of proposals to retain and create jobs in the state. The governor's eight-page Creating Jobs for the 21st Century embodies several tech-based economic development elements within the four primary goals outlined below. Some of the highlights include:

Earlier this month, Gov. Jim Douglas announced a plan to use $8.7 million in federal stimulus funds for job creation programs, including broadband infrastructure, low-interest loans and workforce training. Many of the proposals mirror last year’s SmartVermont plan, a proposal rejected by lawmakers that would have leveraged federal funds to provide $17.2 million for statewide economic development. As governors across the nation seek to fill record deficits, many new and longstanding TBED initiatives are facing challenging cuts or elimination. At the same time, governors are shoring up support for critical, targeted investments in the economy that they say are needed now more than ever.

In a special session on Tuesday, the Vermont Legislature enacted the state's FY10 budget, overriding last week's veto by Governor Jim Douglas. The budget eliminates or reduces funding for many programs related to economic development and TBED, cutbacks which were cited as concerns by Gov. Douglas in his veto announcement.

The Piedmont Triad Research Park laid off Bill Dean, director of the park, and Nancy Johnson, marketing director. Park officials said that the park's project manager and executive assistant also were laid off.

TechConnect West Virginia (TechConnectWV) released a new plan on Monday to build a larger and more robust technology economy. The report, West Virginia Blueprint for Technology-Based Economic Development, proposes a four-part, general strategy for TBED and targets several key industries for development.

Vermont Governor James Douglas has released a plan to spend some of the state's share of funds from the federal American Recovery and Reinvestment Act on building a stronger base for technology-based growth. The $17.1 million SmartVermont suite of proposals includes funding for technology company loans, lending to small businesses, seed capital for entrepreneurs and support for regional economic development projects.
