The toolkit includes five steps: exploration of apprenticeships as a strategy to meet regional needs; partnerships with key players to develop the program; building the core components of the program; registration with the broader apprenticeship network; and, launching the program.
NexusLA launches Louisiana’s first IT apprenticeship program in Baton Rouge

New reports provide insights into future federal apprenticeship, credentialing efforts

Developed under a contract from the Department of Labor (DOL), the Urban Institute released the first set of recommendations for competency-based occupational apprenticeship frameworks. Separately, in partnership with National Institute of Standards and Technology Hollings Manufacturing Extension Partnership (NIST-MEP), Workcred – an American National Standards Institute (ANSI) affiliate – published a report to help strengthen the quality, value and effectiveness of manufacturing credentials in the United States.

The President’s Task Force on Apprenticeship Expansion released a new report focused on “strategies and recommendations to promote apprenticeships, especially in sectors where existing apprenticeship programs are insufficient.” A key element of President Trump’s federal workforce development agenda, apprenticeships are seen as an effective tool for addressing the skills gap confronting U.S. employers and a pathway to a well-paying careers for American workers. The report includes recommendations across five areas related to apprenticeships including: education and credentialing; attracting business to apprenticeship; expanding access, equity, and career awareness; and, administrative and regulatory strategies to expand apprenticeship. While proponents of apprenticeships were supportive of several recommendations proposed within the report, the task force also faced criticism due to proposed cuts to other Department of Labor programs to pay for the expansion of federal funding for apprenticeships, and push back and questions from those in higher education.
Pre-apprenticeship programs boost career readiness, increase skills
In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP.

The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

However, the ability to evaluate these programs depends on the quality of data collection and reporting practices. While there are variations in the federal data collection and reporting standards for adult RAPs, new and innovative programs such as state youth apprenticeship programs face a greater disparity in the quality of data management practices.

U.S. House passes apprenticeship bill
Last week, the U.S. House of Representatives again passed the National Apprenticeships Act, which is intended to increase the diversity of occupations and people covered by approved apprenticeship programs. Apprenticeships receive substantial attention for their track record of strong economic impacts when measured at the state level, and the bill also hopes to improve the ability to track impacts across the country.
SSTI members share success from apprenticeships and other programs
A job market that was struck an unprecedented blow with the pandemic became the focus of a recovery built on better jobs, not simply maintaining the status quo. And for workers across the country, myriad programs exist, or are being developed, to help them upskill or reskill as they seek new opportunities and adjust to changing demands of the labor market. Even as National Apprenticeship Week is underway this week, change is evident as the U.S.
