NSF: States’ increase R&D spending; surpasses $2.5 billion in FY 2017
States invested $1.1 billion into health-related R&D expenditures in FY 2017 according to the newest results from the annual survey of state government R&D, conducted by the National Science Foundation. Increasing by 13 percent from the previous year, health-related R&D helped push overall state government spending on R&D up by 7 percent over the 2016 figures. State investments in energy-related R&D, on the other hand, dropped by 16.6 percent ($61 million) to a total of $307 million in FY 2017.

Missouri General Assembly Approves Funds for Life Science Research, STEM
The General Assembly approved the fiscal year 2009 budget last week, providing $21 million for the Life Sciences Research Trust Fund. Established in 2003, the fund was created to support life science research, commercialization, and technology transfer using a portion of the state’s tobacco settlement funds. The FY09 appropriation will be administered by the Life Sciences Research Board, which is responsible for awarding grants and contracts for research.

UK Government, Pharma Companies Launch $100M Alzheimer’s Disease Venture Fund

Venture Investors Flock to Silicon Valley Biotech
Biotech is in the midst of an investment boom, at least in Silicon Valley. In the first quarter of this year, biotech firms in the region raised $574 million, the third highest quarter on record, according to data from PricewaterhouseCoopers (PwC) and the National Venture Capital Association (NVCA) and reporting by the San Jose Mercury News. This peak represents a 103 percent increase over the same quarter the previous year.

Cleveland Clinic Innovations Receives Unexpected $10M Donation
West Virginia coal-mining and farming businessman James C. Justice II confirmed a $10 million donation to Cleveland Clinic Innovations this week, according to an article in the Cleveland Plain Dealer. The gift will be used to establish a chair in medical innovation, to fund patent applications and to provide space and seed funding to early stage businesses. Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. Connecticut Governor Proposes Bioscience Innovation Act
In Connecticut, Governor Daniel P. Malloy has proposed a Bioscience Innovation Act, which would create a 10-year $200 million fund to invest in the state's bioscience sector. The proposed fund would be administered by Connecticut Innovations, a quasi-public venture development organization. Governor Malloy's announcement was presented at the headquarters of Jackson Lab, a research and development institute that is being developed with assistance from the state of Connecticut.

41 State Bioscience Organizations Announce Coalition to Coordinate Life Science Programs
During the 2012 BIO International Convention, 41 state bioscience organizations announced the formation of the Coalition of State Bioscience Institutes (CSBI), a coordinated national effort to deliver industry-led life science education, workforce development and entrepreneurship programs. About 60 percent of U.S. academic R&D spending support research in the life sciences, according to data released by the National Science Foundation (NSF). Engineering R&D, the second largest target of spending, accounted for 15.7 percent of total academic research expenditures. While California leads the country in total spending in every science and engineering field, the District of Columbia leads in per capita spending in life sciences, physical sciences, psychology and social sciences.
