Small businesses often are surrounded by a myriad resources and potential partners that could help leverage their products and services to innovate and grow, but they are not always aware of how to access them.

The city of Los Angeles is working with a consortium of public and private partners to redevelop unused docklands into space that will support new industry cluster development. The project highlights a trend of high-profile projects across the country, with cities like Brooklyn and Philadelphia repurposing dockside warehouse space to seed tech startups and advanced manufacturing.

As the U.S. manufacturing sector continues to grow, so does the challenge for regions to find “middle-skill” workers who can fill job vacancies in advanced manufacturing. The Council on Foreign Relations has released a new report, Building the American Workforce, that suggests policymakers can fill this need by narrowing the skills gap for underserved, low-skilled workers.

The Department of Commerce announced the winners of the Strong Cities, Strong Communities (SC2) Challenge, the Economic Development Administration-led competition seeking to help cities and regions develop a comprehensive economic development strategy. Greensboro, North Carolina, Hartford, Connecticut, and Las Vegas, Nevada each were awarded $1 million to assist in the refinement and implementation of their respective plans.

A larger number of states are positioned to capitalize on rising employment due to high-growth industries, according to a new report from Wells Fargo's Economic Group — Employment Dynamics and State Competitiveness. These states (i.e., Georgia, North Carolina, Arizona, Virginia and Texas) have been able to couple several high-growth industries with a skilled workforce to build their competitive advantage.

One is a proposed tech corridor focused on energy and environment in southeastern Louisiana and the other is being called a "knowledge district" meant to capitalize on the life sciences sector in Providence, but both have the same goal: growing high-tech industry sectors and creating high-wage jobs. Though the concept has been around for decades and is successful in many areas of the country, some states and regions are just now finding their niche and gaining support to establish tech hubs.

The U.S. Economic Development Administration (EDA) announced the 20 winners of the $37 million Jobs and Innovation Accelerator Challenge. The Greater Milwaukee Committee (GMC) announced Innovation in Milwaukee (MiKE) — a new $500,000 initiative designed to align southeastern Wisconsin's global and advanced manufacturers with the region's design, technology and innovation companies. MiKE will be built around three core elements:

Academics and policymakers should "be more careful with the assumption that technological knowledge spillovers and networks occur automatically in innovative clusters," according to a recent article on the Cambridge IT cluster. Building on the state's seven economic clusters identified to grow the economy through targeted investments in emerging industries, Gov. Gary Herbert is asking lawmakers to provide $500,000 in FY12 to plan and identify for additional projects. The Utah Cluster Acceleration Partnership (UCAP) is a collaboration of leaders from industry, state government, higher education, and workforce charged with developing strategies to develop industry-driven education and training services, leverage resources from higher education to accelerate industry clusters, and identify best practices.

A recent Brookings Institution report looks at the nearly 30-year impact of manufacturing's global realignment on US metropolitan areas, finding those with the highest dependence on manufacturing were impacted in several negative ways in addition to the losses in manufacturing. In particular, the resilience of the most manufacturing-centered economies — their ability to transition employment into other sectors — was particularly poor, many experiencing below national average growth in jobs and wages.

With the fears of rising state deficits and high unemployment, states must make tough decisions regarding their economic development efforts in the coming years. Researchers at the Brookings Institute contend that states should focus on regional economic clusters because it provides a "low-cost means" to reignite innovation, entrepreneurship and job creation.
