Several recent articles covered in the National Bureau of Economic Researchers (NBER) Digest suggest that current understanding of policies surrounding wages, clusters and labor concentration may warrant revisiting. In one piece of academic research, a historical argument of shared productivity gains with employees is challenged, while another article shows a loss of bargaining power for employees in concentrated labor markets.

Industry consolidation slowing wage growth, productivity

Jennifer Roche prepared the following summary of a recent Enrico Moretti working paper for the November 2019 issue of the NBER Digest. The summary has been edited here for length and clarity; SSTI comments are in brackets.

At the end of this month, applications are due for two of the federal government’s most notable programs for funding clusters and regional innovation initiatives: the SBA’s Regional Innovation Clusters (RIC) program and the EDA’s Regional Innovation Strategies (RIS) program. As practitioners develop their proposals for these programs, it is worth considering potential lessons learned from the successes of previous awardees and the major challenges they have faced.

The 21st TCI Global Conference organized by the Institute for Competitiveness & Prosperity will be held in Toronto, Oct. 16-18. The conference is expected to draw more than 400 international practitioners and will focus on cluster leadership, governance and evaluation, as well as designing innovation networks for knowledge exchange, with the goal of furthering economic development. It will feature 11 unique immersion experiences on Toronto clusters, including advanced manufacturing, emerging technology, energy, and the innovation ecosystem.

The U.S. biosciences industry directly employs 1.74 million people and indirectly supports $2.0 trillion in economic output and roughly 8 million jobs nationwide, according to "Investment, Innovation and Job Creation in a Growing U.S. Biosciences Industry," a new report by TEConomy Partners on behalf of the trade association BIO.

The Senate Committee on Appropriations this morning advanced a funding bill that includes $25 million for Regional Innovation Strategies — $4 million more than the current funding round.

Seven regional innovation cluster (RIC) initiatives have each been awarded $500,000 from the U.S. Small Business Administration. Earlier this week, the U.S. Economic Development Administration (EDA) announced the phase I winners of the Build Back Better Regional Challenge. Each of the 60 awardees receive $500,000 to support their region and cluster — and begin the process of competing for one of the 20-30 phase II awards that can be up to $100 million each.

The U.S. Department of Commerce released a solicitation (EDA-HDQ-OIE-2014-2004219) for Regional Innovation Grants via the 2014 Regional Innovation Strategies (RIS) program. The U.S. Small Business Administration has announced four new Regional Innovation Clusters that will be included among its portfolio of high-performing regional networks. Awardee clusters will receive $500,000-$550,000 for mentoring, counseling, pitch development and other small business support programs. The new members of SBA’s cluster portfolio include Milwaukee’s Water Technology Cluster, Southeastern New Mexico’s Autonomous and Unmanned Systems Cluster, a Retail, Supply Chain and Food Processing Cluster spanning the Ozarks region and a Marine Industries Cluster in several Gulf Coast states.

U.S. Secretary of Commerce Penny Pritzker announced the first 26 recipients of the 2014 Regional Innovation Strategies program grants. Last week, the U.S. Small Business Administration (SBA) released a combined synopsis/solicitation with the intention of awarding up to three contracts for entities to head regional innovation cluster initiatives. SBA intends to make three awards including one to an entity that will provide cluster initiative services to a community affected by changes in the coal economy.
