The Department of Commerce (DOC) is interested in receiving nominations for a 15-member innovation advisory board comprised of business leaders, policy experts and state/local government officials. Board members will contribute in the development of a study on U.S. economic competitiveness and innovation capacity. The board's primary responsibilities will include development of an extended outline of the report and review of the final report's draft. Individual members also may be asked to participate in events across the country related to economic competitiveness and innovation.

The Economic Development Administration (EDA) in partnership with 15 other federal agencies and bureaus intends to commit $33 million in direct federal funding and provide technical assistance resources for the Jobs and Innovation Accelerator Challenge — a new public-private initiative focused on supporting and accelerating the growth of regional innovation clusters that exhibit high-growth development potential. Approximately 20 industry clusters will be selected through a nationwide competitive process that includes all industry sectors.

The Economic Development Administration (EDA) announced the Strong Cities, Strong Communities (SC2) Pilot Challenge, a $6 million pilot initiative to assist economically challenged municipalities in creating long-term economic development plans. Under the SC2 initiative, the EDA will select six pilot communities from across the country. To be eligible for the SC2 initiative, the applicant must be a local government that meet all the economic distress criteria described in the announcement and has a current population of at least 100,000.

Borrowing from an industry sector phrase used to describe a complete view of investment impact, the Economic Development Administration (EDA) unveiled its new Triple Bottom Line tool to help economic development practitioners and investors assess, compare and communicate the potential impact of projects. EDA says the triple bottom line approach can help better align economic development investments with other community priorities to maximize impact.

The quarterly deadline for submitting grant applications to the Economic Development Administration's (EDA) Public Works and Economic Adjustment Assistance programs has been extended from Friday, September 14, 2012, to Thursday, September 20, 2012. The Department of Commerce announced the winners of the Strong Cities, Strong Communities (SC2) Challenge, the Economic Development Administration-led competition seeking to help cities and regions develop a comprehensive economic development strategy. Greensboro, North Carolina, Hartford, Connecticut, and Las Vegas, Nevada each were awarded $1 million to assist in the refinement and implementation of their respective plans.

Unless Congress and the White House take action by the end of the year, across-the-board spending reductions will go into effect for all federal agencies as a result of provisions in the Budget Control Act of 2011. The budget sequestration would reduce defense discretionary funding by 9.4 percent and non-defense funding by 8.2 percent from the 2011 baseline.

The White House announced the Make it in America Challenge, a $40 million multi-agency initiative to help regions across the country provide the critical infrastructure, strategic planning, capacity building, technical assistance and workforce development resources necessary to foster insourcing by U.S. firms. Led by the Economic Development Administration, an interagency panel will make up to 16 awards to projects that encourage businesses to bring production back to or expand their operations in the United States.

The Obama administration announced winners of the Advanced Manufacturing Jobs and Innovation Accelerator Challenge on Tuesday. The challenge — publicized earlier this year — is one of the key initiatives of the interagency Taskforce for the Advancement of Regional Innovation Clusters and is sponsored by a partnership between the U.S. Department of Commerce, the National Institute of Standards and Technology, the Departments of Energy and Labor, and the Small Business Administration.

Intellectual property-intensive industries contribute approximately $5 Trillion to U.S. Economy and at least 40 million jobs, according to a new U.S. Patent and Trademark Office (USPTO) report — Intellectual Property and the U.S. Economy: Industries in Focus. The report highlights 75 industries that use several forms of intellectual property (IP) protections (i.e., patents, copyrights and trademarks) most extensively. Three federal agencies (Departments of Commerce, Defense and Energy) are accepting applications for the establishment of a $45 million pilot Institute for Additive Manufacturing. The federal agencies intend for the Institute for Additive Manufacturing to accelerate research, development and demonstration in additive manufacturing and transition technology to manufacturing enterprises within the United States.

The National Institutes of Standards and Technology (NIST) has released a request for information (RFI) on the National Network for Manufacturing Innovation. Responders to this RFI should address one or more of the 21 questions found in the document. NIST intends for these comments to help shape the new program that will be funded in 2013. Workers who pursue manufacturing jobs likely are to earn premium wages and benefits and find work in STEM fields, thus improving their skills and directly contributing to the nation's competitiveness, according to The Benefits of Manufacturing Jobs from the Commerce Department's Economics and Statistics Administration. On average, total hourly compensation, including benefits, is 17 percent higher for manufacturing workers compared to non-manufacturing workers.

The Obama Administration has released details on this year's $26 million Advanced Manufacturing Jobs and Innovation Accelerator Challenge, a multi-agency initiative to assist in the development and implementation of regionally-driven economic development strategies that support advanced manufacturing and cluster development. The challenge will fund approximately 12 new awards, each with a project period of up to three years. The deadline for applications is July 9, 2012.

The Economic Development Administration (EDA) released the third round of the i6 Challenge to spur high-growth entrepreneurship. EDA and its partners will commit up to $6 million to establish six proof-of-concept centers that promote American innovation, foster entrepreneurship and increase the commercialization of ideas into viable companies. The Patent and Trademark Office of the U.S. Department of Commerce published final rules of practice for implementing the first-inventor-to-file provision of the Leahy-Smith America Invents Act (AIA) that will take effect on March 16. To encourage communities to strengthen their industrial ecosystems, the U.S. Department of Commerce has announced it will make awards to up to 25 communities to launch implementation strategies. The solicitation for the awards will be released in May, and awards of up to $200,000 each will be issued by the end of September. The awards are one part of a four–phase plan announced by Deputy Secretary of Commerce Rebecca Blank last week that also includes listening sessions and a proposal to award five to six communities $25 million each.
