Four ways the White House reorganization plan could affect American innovation
The White House Office of Management and Budget released Delivering Government Solutions in the 21st Century, a plan for reorganizing federal agencies. On topics related to innovation, the wide-ranging plan would make changes to education, workforce, economic development, small business and more. Some of the suggestions could advance with administrative actions only, while many will require congressional support.

New DOE partnering service provides simplified access to national labs
The U.S. Department of Energy has launched a new Lab Partnering Service (LPS) that provides an online, single access point platform for investors, innovators and institutions to identify, locate and obtain information on the department’s 17 national laboratories. The new tool is intended to provide industry with a more efficient way to harness technical expertise and intellectual property housed at DOE’s labs.
DOE announces $24 million in funding for 75+ technology commercialization projects
The U.S. Department of Energy (DOE) has announced more than $24 million in funding for 77 projects through its Technology Commercialization Fund (TCF), which will be matched by funds from the private sector. Established by the Energy Policy Act of 2005 as a way to encourage energy innovation, each of the recently awarded TCF projects supports private sector efforts to commercialize technologies developed at DOE laboratories.
Planning underway to increase energy technology development in rural areas
The U.S. Department of Energy and the U.S. Department of Agriculture have announced an agreement between them to promote rural energy and the development of technologies “that will support and advance rural and agricultural communities and domestic manufacturing.” The Memorandum of Understanding (MOU), which was required under the 2018 Farm Bill, is expected to increase the economic development of rural areas through new energy technologies and investments.

Dept. of Energy tech licenses now subject to expanded domestic manufacturing requirements
Technologies that are developed from the Department of Energy’s R&D are now required to be substantially manufactured in America. The requirement was developed in response to President Joe Biden’s executive order that all agencies review their policies related to supply chain vulnerabilities. The rule change takes the domestic manufacturing preference that is in place currently only for exclusive licenses for products sold/used in the U.S. and applies it by default to all Energy licenses from Oct. 1 on.

DOE announces intended funding for hydrogen hubs across the nation

Energy provides $123 million for manufacturing innovation projects
The U.S. Department of Energy announced more than $123 million across 46 awards to projects supporting manufacturing innovation. About half of the funds are going to efficiency improvements in manufacturing processes, with the remainder split between improving chemical manufacturing and supporting more efficient facilities and systems. New funding opportunities support the electrification of America's transportation sector
Residents in disadvantaged communities could soon see progress toward equitable availability of clean mobility options due to two recent initiatives from the U.S. Department of Energy (DOE)'s Vehicle Technologies Office (VTO). A new funding opportunity from VTO brings $99.5 million in addition to the current selection of 45 projects totaling $87 million. SBIR reduction at DOE
The U.S. Department of Energy (DOE) has reduced its funding for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The cut at the Office of Science—the agency’s primary program administrator—appears to be about 35%. The change resulted from congressional direction that the agency had miscalculated its SBIR set-aside and is intended to make the Office of Science’s calculation more consistent with that of the other programs in DOE.

DoE is accepting applications for an $80 million program focused on benefiting small and medium-sized manufacturing firms. USDA and MEP announced more than 170 awards to expand innovative uses of wood and to address supply chain issues.
