The U.S. Department of Energy (DOE) announced two new manufacturing prizes as part of the Manufacturing Innovator Challenge, an effort to crowdsource solutions for next generation manufacturing, to increase energy productivity and strengthen America's industrial base. Both prizes focus on additive manufacturing: Additive Manufacturing for Disaster Response and Solid State Lighting Manufacturing.

Emerging over the past five years, novel approaches to supporting early-stage cleantech development have the potential to ease the transition from invention to marketplace, according to new research from the National Renewable Energy Laboratory’s (NREL) Innovation & Entrepreneurship Center for the Joint Institute for Strategic Energy Analysis. The report provides a comparison of some of the nation’s most notable cleantech incubators and accelerators, finding that each organization fills a unique niche and competition among them is not an issue.

The U.S. Department of Energy (DOE) has announced more than $24 million in funding for 77 projects through its Technology Commercialization Fund (TCF), which will be matched by funds from the private sector. Established by the Energy Policy Act of 2005 as a way to encourage energy innovation, each of the recently awarded TCF projects supports private sector efforts to commercialize technologies developed at DOE laboratories.

Some of the suggestions could advance with administrative actions only, while many will require congressional support.

The U.S. Department of Energy has launched a new Lab Partnering Service (LPS) that provides an online, single access point platform for investors, innovators and institutions to identify, locate and obtain information on the department’s 17 national laboratories. The new tool is intended to provide industry with a more efficient way to harness technical expertise and intellectual property housed at DOE’s labs.

The U.S. Department of Energy and the U.S. Department of Agriculture have announced an agreement between them to promote rural energy and the development of technologies “that will support and advance rural and agricultural communities and domestic manufacturing.” The Memorandum of Understanding (MOU), which was required under the 2018 Farm Bill, is expected to increase the economic development of rural areas through new energy technologies and investments.

The U.S. Department of Energy (DOE) recently announced a new organizational structure in response to the Bipartisan Infrastructure Law and the Energy Act of 2020.

Technologies that are developed from the Department of Energy’s R&D are now required to be substantially manufactured in America. The requirement was developed in response to President Joe Biden’s executive order that all agencies review their policies related to supply chain vulnerabilities. The rule change takes the domestic manufacturing preference that is in place currently only for exclusive licenses for products sold/used in the U.S. and applies it by default to all Energy licenses from Oct. 1 on.

The U.S. Department of Energy (DOE) announced the establishment of a new Office of Clean Energy Demonstrations that will support projects in areas including clean hydrogen, carbon capture, grid-scale energy storage, small modular reactors, and more. The recently-signed Infrastructure Investment and Jobs Act provides $21.5 billion in funding for the office’s administration and projects through 2026.

To boost inclusive innovation and entrepreneurship in climate technology, the Office of Energy and Renewable Energy (EERE) should provide funding for intermediary organizations who work directly with underrepresented communities to integrate clean energy education activities; and EERE should make it easier to request federal funding by streamlining the application process. Those are the recommendations resulting from EERE’s efforts to broaden access to funding opportunities and enable an inclusive and just entrepreneurial innovation ecosystem in climate and energy technologies.

Recently, the U.S. Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) announced its intention to release a Funding Opportunity Announcement (FOA) in collaboration with the Energy Efficiency and Renewable Energy’s (EERE) Hydrogen and Fuel Cell Technologies Office within the year. This FOA, titled “Regional Clean Hydrogen Hubs” or “H2Hubs” will outline funding phases to promote the expansion of clean hydrogen energy and aid in the development of at least four clean hydrogen hubs throughout the U.S.

The Department of Energy’s Office of Science recently announced new requirements for all research proposal applications. Applicants must submit a plan for Promoting Inclusive and Equitable Research — or PIER Plan — with their research proposal during the solicitation process. The PIER Plans will be required beginning in FY 2023 and will require investigators to describe strategies to promote diversity, equity, inclusion, and accessibility in all research projects.

Residents in disadvantaged communities could soon see progress toward equitable availability of clean mobility options due to two recent initiatives from the U.S. Department of Energy (DOE)'s Vehicle Technologies Office (VTO). NIST has released a plan to make its scientific data and publications more readily available and accessible, following a memo from the White House Office of Science and Technology Policy (OSTP) instructing all government agencies to do so.

The U.S. Department of Energy (DOE) has reduced its funding for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The cut at the Office of Science—the agency’s primary program administrator—appears to be about 35%. The change resulted from congressional direction that the agency had miscalculated its SBIR set-aside and is intended to make the Office of Science’s calculation more consistent with that of the other programs in DOE.

USDA and MEP announced more than 170 awards to expand innovative uses of wood and to address supply chain issues.

This past December, the U.S. Department of Energy (DOE) sent out letters of encouragement, or discouragement, to applicants in the competition for up to $7 billion in federal funding to support the development of regional hydrogen hubs.
