Responding to Gov. Nathan Deal's Complete College Georgia initiative launched last year, all of the state's institutions in the University System and Technical College System have submitted plans for how they will meet the governor's goal of adding 250,000 post-secondary graduates to the state by 2020. For Georgia's research universities, graduating more students translates to more workers prepared to enter careers in science, technology, engineering and mathematics (STEM) fields.

Manufacturing Competitiveness Relies on Talent
The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains. However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.
Labor Announces $100M to Support Youth Workforce Initiatives
Providing students with industry-relevant education and skills is the idea behind the Youth CareerConnect grant program, which will provide $100 million to implement curriculum for high schools to strengthen the talent pipeline. In partnership with the Department of Education, the Department of Labor will award 25-40 grants for individual or multistate projects using revenues from the H-1B visa program. The goals are to integrate both career and academic learning, provide work-based learning opportunities, better engage employers, and elevate industry training.

A new Brookings analysis finds that 15 percent of young people are “disconnected,” meaning they do not have a job and are not in school. To meet the demands that the work of the future will entail, Lumina advocates that 60 percent of those aged 25 to 64 have some credential beyond high school by 2025 (the current national average is 46.9 percent).
Value of certificates showing mixed results
Completing a subbaccalaureate program can translate into higher pay and greater employment outcomes compared to those who have no education beyond a high school diploma, but the median salary of those who completed a certificate versus those who did not was the same ($20,000) among students who were no longer enrolled after three years. The results are detailed in a recent brief from the National Center for Education Statistics at the U.S. Department of Education.

The task force, convened in spring 2018, was motivated by the paradox that despite a decade of low unemployment and rising prosperity in the U.S., there is a pessimism surrounding technology and work, which it says is “a reflection of a decades-long disconnect between rising productivity and stagnant incomes for the majority of workers.”

The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP.

The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.
