NOAA Aims to Improve Research Partnerships to Achieve Five-Year Goals
Earlier this month, National Oceanic and Atmospheric Administration (NOAA) released their five-year plan for R&D activities that align with the agency's long-term goals within a rapidly changing society and environment. The plan, entitled Research and Development at NOAA: Environmental Understanding to Ensure America's Vital and Sustainable Future, calls for expanding socioeconomic and integrated ecosystems research and improving its internal and external technology development partnerships.
President’s S&T Council Recommends Restructuring Federal IT R&D Spending
A new report from the President’s Council of Advisors on Science and Technology (PCAST) proposes new categories for IT research investment in the coming years. Federally-funded IT research is currently grouped in eight categories introduced in 1995 for the purposes of budgeting and tracking. PCAST is recommending an overhaul of these categories to reflect the contemporary IT landscape. Other recommendations focus on continued investment in cybersecurity, Big Data, health IT and other hot topics.
Support for Federally Funded R&D Centers Stagnate After Recovery Act
New National Science Foundation data indicates that the federal government’s support for national laboratories and research centers has continued to decline in constant dollars after peaking with the 2011 infusion of American Recovery and Reinvestment Act (ARRA) funding. Six federally funded research and development centers (FFRDC’s) comprise about one-half of all FFRDC spending: NASA’s Jet Propulsion Lab (JPL) and five Department of Energy national labs.
Obama Administration's Wireless, Broadband Agenda Targets Economic Growth
Earlier this month, President Obama announced plans to expand broadband and wireless Internet access to every school and library in the U.S. The new initiative, ConnectEd, has a goal of connecting 99 percent of students to the Internet within five years by having the Federal Communications Commission (FCC) modernize and leverage its existing E-Rate program. The president claimed that millions of students lack access to high-speed broadband and fewer than 20 percent of educators say that their school's internet connection meets their needs, particularly those in rural America.
Defense, Health Lead in Federal R&D Funding
The National Science Foundation (NSF) has released a breakdown of federal research and development (R&D) funding by research area. The report includes FY10 spending, FY11 preliminary spending levels and proposed FY12 levels. In 2010, national defense led the list of research priorities, receiving 59 percent of all U.S. R&D spending. Health research captured another 21.5 percent of spending. NSF provides tables for each research area that separate spending by federal agency and program.

NIH Expands Mission of Genome Institute with Broader Focus on Research
To reflect an evolving mission that expands the scope of genomics research, the National Institutes of Health (NIH) announced a major reorganization that will establish four new divisions to constitute the National Genome Research Institute's Extramural Research Program. The multi-divisional structure will help the institute pursue its enhanced mission for using genomics to advance medical science and improve human health, which has become a greater focus from its original mission to unravel the Human Genome, according to NIH.
Specter of Budget Sequestration Looms Over November's Elections
Unless Congress and the White House take action by the end of the year, across-the-board spending reductions will go into effect for all federal agencies as a result of provisions in the Budget Control Act of 2011. The budget sequestration would reduce defense discretionary funding by 9.4 percent and non-defense funding by 8.2 percent from the 2011 baseline.
Battelle Study: NSF, NIST, DOE Lead in Patent Output Per Dollar
The National Science Foundation (NSF), the National Institute of Standards and Technology (NIST) and the Department of Energy (DOE) far outpace their peer agencies in patenting output per dollar, according to a new study by Battelle's Technology Partnership Practice. Research funded by the National Institutes of Health (NIH), the focus of the study, generated one patent for every $16.9 million invested by the federal government between 2000-2013.

Treasury Estimates $10 Billion in R&D Could Be Supported by Permanent Research Credit
Expanding the federal research tax credit and making it permanent could help generate $10 billion per year in research activity, according to a report from the U.S. Department of Treasury's Office of Tax Policy. Treasury also suggests that the enhanced credit could expand use of the credits, which already generate a one-to-one match in research spending and help support almost one million jobs. The current credit, which has been reauthorized temporarily 14 times since its introduction in 1981, is set to expire at the end of the year.

U.S. Treasury Proposal Would Allow Research Tax Credits for Prototypes
Under a new set of proposed rules issued by the U.S. Department of the Treasury, companies will be able to claim the federal research and experimentation (R&E) tax credit on eligible expenditures regardless of any subsequent actions taken by businesses with the purchases. The change would allow businesses to claim the credit on research expenses used to create prototypes, pilot models and process improvements.
Federally funded R&D centers increase R&D expenditures by billions
The United States' 42 federally funded research and development centers (FFRDCs) received a record $26 billion in federal government funding in fiscal year 2022 — a nearly 6% increase compared to the previous year. FFRDCs expended $26.5 billion on R&D in FY 2022, marking the ninth consecutive year of nominal growth. On average, FFRDCs have increased R&D expenditures by 1.3% per annum since 2012.
