ITIF warns that deep R&D cuts could have long-term economic impacts

In a Digest article published May 8, 2025, SSTI outlined how the proposed White House 2026 discretionary budget proposal, which aims to cut non-defense discretionary funding by 22.6%, could impact TBED programs. In that article, we laid out some specifics of how the cuts were anticipated to affect key U.S. research-funding bodies. In a recent report from The Information Technology & Innovation Foundation (ITIF), Meghan Ostertag, compares four scenarios to estimate a variety of potential losses to the U.S. from 2026 to 2035 that would result from reduced federal R&D spending levels, with the second through fourth scenarios presented as benchmarks compared to the first scenario. The scenarios are described below.

NSF announces new $60 million program for academic institutions to scale the translation of research

The U.S. National Science Foundation announced a new $60 million investment led by NSF's Directorate for Technology, Innovation and Partnerships — the Accelerating Research Translation, or ART, program. The program will build capacity and infrastructure at higher education institutions that are needed to strengthen and scale the translation of basic research outcomes into impactful solutions and practice.

$5.5B for R&D in CA among critical state ballot initiatives

Useful Stats: Higher Education R&D expenditures distributed unevenly across metro areas

The growth and intensity of higher education R&D (HERD) expenditures varies considerably across metropolitan areas, a recent SSTI analysis of National Science Foundation data finds. New York ($4.3 billion), Boston ($3.2 billion), and Baltimore ($2.9 billion) had the highest overall levels of HERD expenditures in 2016. In that same year, Ithaca, New York (19.1 percent), State College, Pennsylvania (9.5 percent), and College Station, Texas (9.4 percent) had the highest levels of HERD intensity – measured as the share of HERD expenditures to gross metropolitan product.

In that same year, Ithaca, New York (19.1 percent), State College, Pennsylvania (9.5 percent), and College Station, Texas (9.4 percent) had the highest levels of HERD intensity – measured as the share of HERD expenditures to gross metropolitan product. While overall HERD expenditures increased by nearly $7.5 billion nationwide from 2011 to 2016, more than half of this total (50.6 percent) went to the 10 metro areas with the most HERD expenditures in 2016.

It calls for more flexible, multidisciplinary, and multi-organizational, team-oriented research projects rather than centers housed within the nation’s research institutions.

State budget wrap-up: Notable TBED and innovation funding in FY 2027

As revenues continue to tighten, many states entered fiscal year 2027 (FY 2027)—which began July 1 for most—with cautious or constrained spending priorities. With the exception of South Carolina, all states have now enacted their FY 2027 budgets. Most adopted maintenance‑level or reduced spending plans that limited new recurring expenditures, reduced one‑time appropriations, and reprioritized core services such as Medicaid and education.
